ON June 5 the head of York Council’s Transport Planning Unit, Ruth Stephenson, was quoted as saying that the Water End Cycle scheme is a success because “on average there are an extra 130 cyclists in each direction using this route every day”.
Bearing in mind the huge total cost of £540,000, how can this scheme be judged “a success”? Even if we exclude the costs of extra work, it cost around £3,800 per extra cyclist, and most people would call that a failure.
Even worse, the removal of the left filter lane at Clifton Green has caused longer queues, and led some motorists to rat-run via residential roads, which is against the principles of the council’s Highway Design Guide. The council should admit its failure and reinstate the left filter lane and filter light at the Clifton Green junction.
