NOTICE OF PROPOSALS
THE YORK OFF-STREET PARKING PLACES (AMENDMENT) (NO 13/2) ORDER 2015

Notice is hereby given that City of York Council (the Council), in exercise of powers under Sections 32, 33 and 35 of the Road Traffic Regulations Act 1984, proposes to provide 24 hour ‘off-street’ public parking provision on every day for motor cars and motor cycles within an area of land owned by the Council and situated adjacent to Kathryn Avenue, Monks Cross, Huntington, the said area of land being partly occupied by Huntington Stadium and the former Water World Gym and Leisure Pool complex. The proposed parking provision will be subject to a £2.00 charge per stay in respect of a continuous period of parking from the time of its commencement to its termination providing such termination is no later than 12 Midnight that same day, or a £10.00 charge per seven day period, commencing at the time of purchase and terminating seven days from the time/date of the purchase. Payment of the charges will be made by credit or debit card by mobile telephone communication with the Council. A 60 minutes ‘No Return’ period will apply to subsequent periods of parking on the same day. Disabled Badge Holders will not be subject to charge.

NOTICE OF PROPOSALS
THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/8) TRAFFIC ORDER 2015

Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:

  1. Amending the traffic regulations to accurately reflect, confirm and formalise the existing ‘on street’ layout of parking and waiting restrictions in Redeness Street, York and introducing:
    (a) Additional, ‘No Waiting at any time’ restrictions on both sides and the south eastern turning head, from the projected south eastern property boundary line of No. 15 Redeness Street to the north eastern property boundary line of No. 14 Redeness Street and including the whole length of the south east end and,
    (b) Introducing ‘No Waiting Monday to Saturday 7am to 5pm’, restrictions on its north east side, from a point 9 metres south east from the projected south eastern kerbline of Redeness Street (terminal point of existing ‘No Waiting at any time’ restrictions) to the projected south eastern property boundary line of No. 15 Redeness Street.
  2. Introducing a Residents’ Priority Parking Area for all classes of Residents’ Priority Permit Holder comprising that length of Abbey Street, York from the projected south western property boundary line of No 2 Abbey Street (terminal point of existing ‘No Waiting at any time’ restrictions) for the remainder of its length the said Area to be identified as Zone R56, that Area to include properties adjacent to and having direct private access to the said lengths of road;
  3. Designating unrestricted lengths of Abbey Street, York within the proposed Residents’ Priority Parking Area at paragraph 2 as Parking Places for use only by Zone R56 ‘Permit Holders’ thereby providing 24 hour unlimited parking for Permit Holders, the said lengths being identifiable by the placement of upright traffic signs at the Area ‘entry’ and ‘exit’ points (as opposed to the placement of Residents’ Parking signs and road markings adjacent to the kerb).
  4. Amending the traffic regulations to accurately reflect, confirm and formalise the existing ‘on street’ layout of waiting restrictions in Rectory Gardens, York.
  5. Introducing ‘No Waiting at any time’ restrictions in Monkgate, York on its south east side between points 32.5 metres and 37 metres south west from the centreline of Agar Street, thereby revoking existing ‘Guest house and Multiple Occupancy’ parking provision from within that length.
  6. Introducing ‘Residents’ Priority’ parking provision in Monkgate, York on its north west side, between:
    (a) a point 13 metres south west from the centreline of Agar Street and the projected south western property boundary line of No 39 Monkgate, York,
    (b) points 13.5 metres and 18.5 metres south west from the projected centreline of Penley’s Grove Street, York,
    thereby revoking the existing ‘No Waiting at any time’ restriction from within those lengths.

A copy of each of the above draft Orders, together with the respective Statement of Reasons for making and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 5th February 2015.

TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 15th day of January 2015 in respect of each of the locations numbered (1), (2), (3), (4), (5) and (6).

(1) GRAPE LANE, YORK
This Order prohibits vehicles from proceeding and waiting in Grape Lane, York (closed road) during the period when telecommunication works are being undertaken that period commencing at 1800hrs on the 19th day of January 2015 and ending at 2300hrs on the 21st day of January 2015 or on a date or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the works will only be undertaken during the evening period between 1800hrs and 2300hrs each night during works period. An alternative route for diverted traffic will be signed during the works period.

(2) CINDER LANE, YORK
This Order prohibits vehicles from proceeding and waiting in Cinder Lane between its junctions with Heworth Green and Wood Street (closed road) during the period when footway reconstruction works are being undertaken that period commencing at 0800hrs on the 19th day of January 2015 and ending at 1600hrs on the 30th day of January 2015 or on a date or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Heworth Green, Eastern Terrace, Wood Street and vice versa.

(3) BARR LANE, STOCKTON ON THE FOREST
This Order prohibits vehicles from proceeding and waiting in Barr Lane, Stockton on the Forest (closed road) during the period when bridge repair works are being undertaken that period commencing at 0730hrs on the 19th day of January 2015 and ending at 1600hrs on the 13th day of February 2015 or on a date/time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Malton Road (A64), Hazelbush Lane, Sandy Lane and vice versa.

(4) CLIFTON, YORK
This Order prohibits vehicles from proceeding and waiting in Clifton, York between its junctions with St Olave’s Road and Burton Stone Lane (closed road) during the period commencing at 2000hrs on 22nd day of January 2015 and ending at 0400hrs on the 23rd day of January 2015 or at a time when the central footbridge deck reinstatement works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the works can be carried out safely. An alternative route for diverted traffic will be available via Clifton (A19), Shipton Road (A19), A1237, Wigginton Road (B1363), Clarence Street, Gillygate, Bootham and vice versa.

(5) LINDSEY AVENUE, YORK
This Order prohibits vehicles from proceeding and waiting in Lindsey Avenue, York between the respective eastern and western property boundary of No. 164 Lindsey Avenue (closed road) during the period when connection works to nearby substation are being undertaken thereon that period commencing at 0800hrs on the 19th day of January 2015 and ending at 1630hrs on the 23th day of January 2015 or on a date or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.

(6) GARDEN PLACE, YORK
This Order prohibits vehicles from proceeding and waiting in Garden Place, York (closed road) during the period when nearby building works are being undertaken by crane operation from the closed road that period commencing at 0900hrs and ending at 1700hrs on the 19th day of January 2015 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed via The Stonebow, Hungate, Carmelite Street and vice versa. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
