NOTICE OF PROPOSALS

THE YORK TRAFFIC MANAGEMENT (AMENDMENT) (No 14/1) ORDER 2015

Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect in York of: Amending Exemption 49 of the First Schedule of the City of York Traffic Management Order 2014 which permits a Disabled Person’s Vehicle displaying a Disabled Person’s Badge and being used for the conveyance of a Disabled Person which lawfully entered a road in the Footstreet Areas of central York (other than one of those roads and lengths of road in the Schedule below which currently form corridors for such use throughout a Pedestrian Period) before Noon on a Sunday to proceed between noon and 1pm by the most direct route in Order to exit the Footstreets Area the said ‘entry’ and ‘exit’ times being amended to ones of ‘10.30am’ and ‘between 10.30am and 1pm’ respectively to accord with the recently extended daily Pedestrian Period.

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 27th February 2014.

TEMPORARY TRAFFIC RESTRICTIONS

Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 5th day of February 2015 in respect of each of the locations numbered (1), (2) and (3). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (4), (5), (6), (7), (8), (9), (10), (11), (12) and (13).

(1) NORTH LANE/THE VILLAGE, HAXBY

This Order prohibits vehicles from proceeding and waiting in the road connecting North Lane and The Village, Haxby (closed road) during the period when gas works are being undertaken thereon that period commencing at 0800hrs on the 10th day of February 2015 and ending at 1700hrs on the 11th day of February 2015 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be available via North Lane, The Village and vice versa.

(2) PAVER LANE, YORK

This Order prohibits vehicles from proceeding and waiting in Paver Lane, York (closed road) during the period when electricity works are being undertaken thereon that period commencing at 1800hrs on the 11th day of February 2015 and ending at 2300hrs on the 13th day of February 2015 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put into effect during overnight periods, between 6.00pm and 11.00pm during the works period. No alternative route for diverted traffic will be available during works period.

(3) BURDYKE AVENUE, YORK

This Order prohibits vehicles from proceeding and waiting in Burdyke Avenue, York (closed road) during the period when carriageway resurfacing works are being undertaken thereon that period commencing at 0800hrs on the 9th day of February 2015 and ending at 1700hrs on the 20th day of February 2015 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Water Lane, Clifton, Burton Stone Lane, Crichton Avenue and vice versa.

(4) WOODLEA AVENUE, YORK

This Order will prohibit vehicles from proceeding and waiting in Woodlea Avenue, York between its junctions with Almsford Road and Danebury Drive (closed road) during the period commencing at 0001hrs on the 16th day of February 2015 and ending at 2400hrs on the 20th day of February 2015 or at a time and date when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Woodlea Avenue, Woodlea Bank, Carr Lane, Almsford Road and vice versa.

(5) REDENESS STREET, YORK

This Order will prohibit vehicles from proceeding and waiting in Redness Street, York (closed road) during the period commencing at 1800hrs on the 16th day of February 2015 and ending at 0500hrs on the 20th day of February 2015 (works period) or at a time and date when carriageway resurfacing works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put into effect during overnight periods, between 6.00pm and 5.00am during the works period. No alternative route for diverted traffic will be available during works period.

(6) BRECKSFIELD, SKELTON

This Order will prohibit vehicles from proceeding and waiting in Brecksfield, Skelton between the respective projected western property boundary lines of No.’s 47 and 133 Brecksfield (closed road) during the period commencing at 1800hrs on the 16th day of February 2015 and ending at 0500hrs on the 20th day of February 2015 (works period) or at a time and date when carriageway resurfacing works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Brecksfield, Fairfields Drive, Shipton Road (A19), St Giles Road, The Village, Brecksfield and vice versa.

(7) STRENSALL NO. 1 LEVEL CROSSING, STRENSALL

This Order will prohibit vehicles from proceeding through the Strensall No. 1 Level Crossing on York Road, Strensall (closed road) during the period commencing at 2300hrs on 15th day of February 2015 and ending at 0645hrs on the 16th day of February 2015 (works period) or at time when track maintenance works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via York Road, Ox Carr Lane, Moor Lane, Princess Road, York Road and vice versa.

(8) YORK ROAD LEVEL CROSSING, HAXBY

This Order will prohibit vehicles from proceeding through the York Road Level Crossing on Haxby Road, Haxby (closed road) during the period commencing at 2030hrs on 15th day of February 2014 and ending at 0600hrs on the 23rd day of February 2015 (works period) or at time and date when track maintenance works being undertaken thereon have been completed whichever is the earlier. It is envisaged that the closure will only be put into effect during overnight periods, between 8.30pm and 6.00am during the works period. An alternative route for diverted traffic will be available via York Road, A1237, B1363, Mill Lane, The Village, York Road and vice versa.

(9) RAWCLIFFE DRIVE, RAWCLIFFE

This Order will prohibit vehicles from proceeding and waiting in Rawcliffe Drive, Rawcliffe (closed road) during the period commencing at 0001hrs on the 16th day of February 2015 and ending at 2400hrs on the 20th day of February 2015 or at a time and date when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the works will be undertaken, between 0800hrs and 1700hrs, Monday to Friday during the works period. An alternative route for diverted traffic will be available via Water Lane, Green Lane, Rawcliffe Lane and vice versa.

(10) HIGH FIELD, OSBALDWICK

This Order will prohibit vehicles from proceeding and waiting in High Field, Osbaldwick (closed road) during the period commencing at 0800hrs on the 18th day of February 2015 and ending at 1700hrs on the 20th day of February 2015 or at a time and date when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed.

(11) MILL LANE, HEWORTH

This Order will prohibit vehicles from proceeding and waiting in Mill Lane, Heworth between its junctions with Heworth Green and East Parade (closed road) during the period commencing at 0700hrs on the 23rd day of February 2015 and ending at 1700hrs on the 27th day of February 2015 or at a time and date when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed.

(12) FULFORD PARK, YORK

This Order will prohibit vehicles from proceeding and waiting in Fulford Park, York (closed road) during the period commencing at 0001hrs on the 23rd day of February 2015 and ending at 2400hrs on the 27th day of February 2015 (works period) or at a time and date when carriageway resurfacing works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available.

(13) ALDER AVENUE, WHITE ROSE AVENUE & WHITE ROSE GROVE, NEW EARSWICK

This Order will prohibit vehicles from proceeding and waiting in (i) Alder Way, New Earswick between its junctions with Haxby Road and Magnolia Grove, (ii) White Rose Avenue, New Easwick between its junction with Alder Avenue and a point 40 metres west of the said junction and (iii) White Rose Grove, New Earswick between its junction with Alder Avenue and a point 20 metres north west of the said junction (closed road) during the period commencing at 0001hrs on the 23rd day of February 2015 and ending at 2400hrs on the 27th day of February 2015 (works period) or at a time and date when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for the diverted traffic will be signed.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
