NOTICE OF PROPOSALS THE YORK SPEED LIMIT (AMENDMENT) (NO 14/7) ORDER 2015

Notice is hereby given that City of York Council, in exercise of powers under Sections 82, 83, 84 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect, of:

Introducing a 20 miles per hour (mph) speed limit in:

(a) Osbaldwick Lane, York between the projected eastern property boundary line of No. 68 Osbaldwick Lane (terminal point of existing 20mph speed limit) and a point 25 metres east from the projected eastern kerbline Hambleton Avenue;

(b) Hambleton Avenue, York between its junction with Osbaldwick lane and the projected southern property boundary line of No. 5 Hambleton Avenue (terminal point of existing 20mph speed limit); thereby revoking the existing 30mph speed limit applying in the length of road imposed by virtue of the standard of street lighting.

NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/9) TRAFFIC ORDER 2015

Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:

  1. Introducing ‘No Waiting at any time’ restrictions in York as follows:
    (a) Yarburgh Way, on its:
    (i) east and north side, from a point 16 metres south of the projected southern kerbline of A1079 Hull Road for 48 metres;
    (ii) south side, from the projected eastern kerbline of Crossways east for 11 metres;
    (b) Crossways, on both sides, from the projected southern kerbline of Yarburgh Way south for 10 metres
  2. Introducing a prohibition on stopping on ‘School-Keep Clear’ road marking in that length of Yarburgh Way, York on its west and south sides between points 16 metres south from the projected southern kerbline of A1079 Hull Road and 5.5 metres west from the projected western kerbline of Crossways (terminal point of proposed ‘No Waiting at any time’ restrictions on Crossways at paragraph 1(b)), the said prohibition to apply between 8.15am and 9.15am and between 3pm and 4pm Monday to Friday.
  3. Formalising existing (advisory) “School-Keep-Clear” markings extending on the east side of Ovington Terrace, York, between its junction with Coggan Close and a point 23.5 metres south from the projected northern kerbline of Philadelphia Terrace and on the east side of Coggan Close from the said line north for 7 metres thereby providing an enforceable prohibition on stopping from 8.15am to 9.15am and from 2.45pm to 3.45pm, Monday to Friday.

A copy of each of the above draft Orders, together with the respective Statement of Reasons for making and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 20th March 2015.

TEMPORARY TRAFFIC RESTRICTIONS

Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) and 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 26th day of February 2015 continuing in force the restrictions in respect of the location numbered (1) and on the said date in exercise of powers under Section 14(1) of the Act made an Order in respect of each of the locations numbered (2), (3), (4) and (5). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (6) and (7).

(1) MILL LANE, HEWORTH

This Order continues in force The Heworth (Mill Lane) (Temporary Traffic Restriction) Order 2015 (original Order) that Order having an expiry date on 27th February 2015. This is necessary to ensure that water connection works can be carried out safely. The effect of the Order is to continue in force the prohibition on vehicles from proceeding and waiting in Mill Lane, Heworth between its junctions with Heworth Green and East Parade (closed road) during the period commencing at 1701 hours on the 27th day of February 2015 and ending at 2400hrs on the 6th day of March 2015 (works period) or at the end of the works period whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(2) BOOTHAM LEVEL CROSSING, YORK

This Order prohibits vehicles from proceeding through the Bootham Level Crossing on Wigginton Road, York (closed road) during the period when track maintenance works are being undertaken that period commencing at 2200hrs on the 28th day of February 2015 and ending at 0900hrs on the 1st day of March 2015 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Wigginton Road, Haxby Road, A1237, Wigginton Road and vice versa.

(3) BISHOPTHORPE ROAD, YORK

This Order prohibits vehicles from proceeding and waiting in Bishopthorpe Road, York (closed road) during a period commencing at 0001hrs on 2nd day of March 2015 and ending at 2400hrs on 23rd day of March 2015 (works period) or at a time and date when gas renewal works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available: from the northern closure point via Nunnery Lane, The Mount and Scarcroft Lane. from the southern closure point via Scarcroft Lane, The Mount, Nunnery Lane and Price’s Lane.

(4) DUNDAS STREET, YORK

This Order prohibits vehicles from proceeding and waiting in the south eastern bound traffic lane of Dundas Street, York from a point 10 metres north west of the north western kerbline of Black Horse Lane north west for 30 metres (closed traffic lane) during the period when works associated with nearby construction work are being undertaken thereon that period commencing at 0001hrs on the 2nd day of March 2015 and ending at 2400hrs on the 26th day of June 2015 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the restriction will only be put in place at such times as delivery vehicles are required to unload via the on site tower crane. The restriction will only be put into effect between 8am and 6pm, Monday to Friday and 9am to 1pm on a Saturday. During the periods that the restrictions are put into place vehicle movements will be controlled via Stop/Go boards.

(5) BLAKE STREET, YORK

This Order prohibits pedestrians and vehicles having lawful footway use from proceeding in that length of footway adjacent to 3 Blake Street, York, (closed footpath) during the period commencing at 0001hrs on 28th day of February 2015 and ending at 2400hrs on the 9th day of March 2015 or at a time and date when nearby property maintenance works being undertaken have been completed whichever is the earlier. This is to ensure that the works can be carried out safely. An alternative route for diverted pedestrians and traffic will not be available via the footway on the west side of Blake Street. This Order continues in force the emergency restrictions put in place on Monday 23rd February 2015.

(6) WALKER LANE, WHELDRAKE

This Order will prohibit vehicles from proceeding and waiting in Walker Lane, Wheldrake (closed road) during the period commencing at 0001hrs on the 9th day of March 2015 and ending at 2400hrs on the 11th day of March 2015 or at a time and date when telecommunication works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via North Lane, Dalton Hill, Main Street and vice versa.

(7) MONKGATE, YORK

This Order will prohibit vehicles from proceeding and waiting in Monkgate, York (closed road) during the period commencing at 1900hrs on the 9th day of March 2015 and ending at 2300hrs on the 20th day of March 2015 (works period) or at a time and date when carriageway resurfacing works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put into effect during overnight periods, between 7.00pm and 11.00pm during the works period.

An alternative route for diverted traffic will be signed during the works period. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
