NOTICE OF MAKING THE YORK SPEED LIMIT (AMENDMENT) (NO 14/1) ORDER 2015

Notice is hereby given that on the 5th day of March 2015 City of York Council, in exercise of powers under Sections 82, 83, 84 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:

  1. Subject to paragraph 2 of this Notice, introducing a 20 miles per hour (mph) speed limit in roads and lengths of road maintainable at public expense and lengths of road subject to adoption under Section 38 of the Highways Act 1980 the said roads being:
    (a) within an area bounded by Malton Road, Heworth Green, Foss Bank, Foss Islands Road, Barbican Road, Paragon Street, Fishergate, Tower Street, the River Ouse, A64 (T) York Outer Ring Road and the north eastern and north western lengths of parish boundary of Heworth Without,
    (b) within an area to the north of the River Ouse bounded by the River Ouse, A1237 York Outer Ring Road and the A1036 York-Malton Road(Museum Street, St Leonard’s Place, Gillygate, Lord Mayor’s Walk, Monkgate, Heworth Green and Malton Road) the said area being sub-divided into sub-areas to include/extend existing 20 mph speed limit areas wheresoever they are in the place,
    (c) the Salisbury Terrace/Garfield Terrace area bounded by the River Ouse, York East Coast Railway and Water End the said area not including Salisbury Road,
    (d) the Bishophill Area bounded by the River Ouse, City Wall between Skeldergate and Micklegate, Micklegate and Bridge Street,
    (e) Broad Highway, Wheldrake between the southern property boundary of number 1 Broad Highway (terminal point of existing 20mph speed limit) and a point 180 metres north west from the said point,
    (f) University Road, Heslington extending between points 28 metres west from the projected centreline of Vanbrugh Way and 28 metres east from the projected centreline of Harewood Way. thereby revoking the existing 30 mph speed limit imposed by virtue of the standard of street lighting applying in the respective roads and lengths of road;
  2. Paragraphs 1(a) and (b) do not extend to:
    (a) Roads and lengths of road having an ‘A’ or ‘B’ road classification those roads being the: A19 York - at Bootham, Clifton and Shipton Road, A19 York-Selby road, A1237 York Outer Ring Road, the A1079 York-Hull road, A1036 York - Museum Street, St Leonard’s Place, Gillygate, Lord Mayor’s Walk, Monkgate, Heworth Green and Malton Road, nor does it apply to the B1222 York-Naburn road (Naburn Lane) and B1363 York – Clarence Street and Wigginton Road.
    (b) Roads and lengths of road having a ‘C’ classification or which are unclassified those roads and lengths of road being:

The Order comes into effect on the 7th day of March 2015 A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, Make application for that purpose to the High Court.

TEMPORARY TRAFFIC RESTRICTIONS

Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) and 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 5th day of March 2015 continuing in force the restrictions in respect of the location numbered (1) and on the said date in exercise of powers under Section 14(1) of the Act made an Order in respect of each of the locations numbered (2) and (3). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (4) and (5).

(1) MILL LANE, HEWORTH

This Order continues in force The Heworth (Mill Lane) (Temporary Traffic Restriction) Order 2015 (original Order) that Order having an expiry date on 6th March 2015. This is necessary to ensure that sewer connection works can be carried out safely. The effect of the Order is to continue in force the prohibition on vehicles from proceeding and waiting in Mill Lane, Heworth between its junctions with Heworth Green and East Parade (closed road) during the period commencing at 0001 hours on the 7th day of March 2015 and ending at 2400hrs on the 15th day of March 2015 (works period) or at the end of the works period whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(2) WALKER LANE, WHELDRAKE

This Order prohibits vehicles from proceeding and waiting in Walker Lane, Wheldrake (closed road) during a period commencing at 0001hrs on 9th day of March 2015 and ending at 2400hrs on 11th day of March 2015 (works period) or at a time and date when telecommunication works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via North Lane, Dalton Hill, Main Street and vice versa.

(3) MONKGATE, YORK

This Order prohibits vehicles from proceeding and waiting in Monkgate, York (closed road) during a period commencing at 1900hrs on 9th day of March 2015 and ending at 2300hrs on 20th day of March 2015 (works period) or at a time and date when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put into effect during overnight periods, between 7.00pm and 11.00pm during the works period. An alternative route for diverted traffic will be signed during the works period.

(4) ST MARTIN’S LANE, YORK

This Order will prohibit vehicles from proceeding and waiting in St Martin’s Lane, York (closed road) during the period commencing at 0001hrs on the 16th day of March 2015 and ending at 2400hrs on the 3rd day of April 2015 (works period) or at a time when nearby property maintenance works and carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.

(5) PERCY’S LANE, YORK

This Order will prohibit vehicles from proceeding and waiting in Percy’s Lane, York between its junctions with Paver Lane and Hurst’s Yard (closed road) during the period commencing at 0800hrs and ending at 1800hrs on the 16th day of March 2015 (works period) or at a time when nearby crane removal works being undertaken by crane operation from the closed road have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period. The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
