NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (No 14/12) TRAFFIC ORDER 2015

Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:
1. introducing 'No Waiting at anytime' restrictions in:

(a) Principal Rise, York, on its:

(i) both sides, between the projected northern kerbline of the Tadcaster Road/ Principal Rise Roundabout controlled junction and the projected eastern property boundary line of No. 10 Principal Rise,

(ii) north side, between a point 12 metres south east of the projected north western property boundary line of No. 9 Principal Rise and the projected north western kerbline of Principal Rise,

(iii) south side, between a point 17 metres south east of the projected north western property boundary line of No. 9 Principal Rise and the projected north western kerbline of Principal Rise,

(iv) north west side, between a point 15 metres north of the projected southern propertyboundaryline of No. 20 Principal Rise and a point 15 metres south of the projected northern propertyboundary line of No. 11 Principal Rise,

(v) south east side, between a point 45 metres north of the projected southern propertyboundaryline of No. 20 Principal Rise and a point 15 metres south of the projected northern propertyboundary line of No. 11 Principal Rise,

(vi) both sides, between a point 17 metres north west of the south eastern property boundary of No. 33 Principal Rise and the projected south eastern kerbline of Principal Rise,

(vii) north west side, from the projected south western kerbline of College Court south for 5 metres,

(viii) both sides, from the projected western kerbline of Academy Drive west for 10 metres;

(b) College Court, York, on its:

(i) west side, from the projected northern kerbline of Principal Rise north for 10 metres,

(ii) west side, from the projected northern kerbline of Masters Mews north for 10 metres,

(iii) east side, from the projected northern kerbline of Principal Rise north for 16 metres,

(iv) south and east side, between a point 7 metres west of the projected eastern property boundary line of No.33 College Court and a point 4 metres north of the southern property boundary line of No. 9 College Court,

(v) south side, from the projected north western kerbline of Principal Rise north west for 10 metres,

(c) Masters Mews, on both sides, from the projected western kerbline of College Court west for 12 metres;

(d) Academy Drive, York, on its west side, from the centreline of Principal Rise north for 7 metres and south for 7 metres.

2. Re-defining the boundary of Zone R9 (LORD MAYOR'S WALK) Residents' Priority Parking Area to exclude that area within the property boundary of the former Monkgate Garage which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone;

3. Re-defining the boundary of Zone R30 (LAYERTHORPE/EAST PARADE) Residents' Priority Parking Area to exclude that area within the property boundary of the former Heworth Auto Point which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone.

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than Friday 18th September 2015.
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council, not less than 7 days from the publication ofthis Notice, intends tomakean Order under Section 14(1) ofthe Road Traffic Regulation Act 1984 (Act), in respect of each of the following locations.
(1) STRENSALL FOOTPATH NO. 3/4/10, STRENSALL This Order will prohibit pedestrians and vehicles from proceeding in that length of closed footpath, known as Strensall Footpath No3/4/10 between its junction with SheriffHutton Road, Strensall and a point 250 metres north west of the said junction (closed footpaths) during the period when the construction of the surface water discharge headwall works are being undertaken thereon that period commencing at 0001hrs on 7th day of August 2015 and ending at 2400hrs on the 31st day of October 2015 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available via Sheriff Hutton Road, New Lane and vice versa.
(2) MICKLEGATE. YORK
This Order will prohibit vehicles from proceeding and waiting in Micklegate, York between its junctions with St Martin's Lane and Bar Lane (closed road) during the period commencing at 0001hrs on the 14th day of September 2015 and ending at 2400hrs on the 27th day of November 2015 (works period) or at a time and date when sewer maintenance/replacement works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed:
from the eastern closure point via Micklegate, Bridge Street, Low Ousegate, Nessgate, Clifford Street, Tower Street, Fishergate, Paragon Street, Fawcett Street, Fishergate, Tower Street, Skeldergate Bridge, Bishopgate Street, Nunnery Lane and Micklegate;
from the western closure point via Micklegate, Nunnery Lane, Price's Lane, Bishopgate Street, Skeldergate Bridge, Tower Street, Clifford Street, Nessgate, Low Ousegate, Bridge Street and Micklegate.
(3) STRENSALL COMMON ROAD LEVEL CROSSING. STRENSALL This Order will prohibit vehicles from proceeding through the Strensall Common Road Level Crossing on Common Road, Strensall (closed road) during the period commencing at 2300hrs on 19th day of September 2015 and ending at 0900hrs on the 20th day of September 2015 or at time when track maintenance works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via York Lane, Cross Lane, Smith's Lane, Common Road and vice versa.
(4) STRENSALL NO. 3 LEVEL CROSSING. STRENSALL This Order will prohibit vehicles from proceeding through the Strensall No. 3 Level Crossing on Lords Moor Lane, Strensall (closed road) during the period commencing at 2300hrs on 19th day of September 2015 and ending at 0900hrs on the 4th day of October 2015 or at time when track maintenance works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via The Village, York Road, Ox Carr Lane, Flaxton Road, Lords Moor Lane and vice versa. It is envisaged that the closure will only be put into effect during overnight periods, on the following times and dates:
2300hrs on Saturday 19th September 2015 till 0900hrs on Sunday 20th September 2015; 2300hrs on Saturday 26th September 2015 till 0900hrs on Sunday 27th September 2015; 2300hrs on Saturday 3rd October 2015 till 0900hrs on Sunday 4th October 2015.
(5) HALLCROFT LANE. COPMANTHORPE This Order will prohibit vehicles from proceeding and waiting in Hallcroft Lane, Copmanthorpe between its junctions with Horseman Lane and Manor Heath (closed road) during the period commencing at 0900hrs on the 21st day of September 2015 and ending at 2400hrs on the 2nd day of October 2015 (works period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put in to place, between 0900hrs and 1615hrs Monday to Friday during the works period. An alternative route for diverted traffic will be signed via Horseman Lane, School Lane, Manor Heath and vice versa.
(6) MANOR HEATH & HAGG LANE. COPMANTHORPE
This Order will prohibit vehicles from proceeding and waiting in (i) Manor Heath, Copmanthorpe between the respective northern property boundaries of No.'s 20 and 28 Manor Heath & (ii) Hagg Lane, Copmanthorpe between its junction with Manor Heath and a point 50 metres south west of the said junction (closed road) during the period commencing at 1800hrs on the 23rd day of September 2015 and ending at2400hrsonthe24thdayofSeptember2015(worksperiod)orattimewhen carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put in to place, between 1800hrs and 2400hrs on each night during the works period. An alternative route for diverted traffic will be signed during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on­going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
