NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/13) TRAFFIC ORDER 2015 Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:

1. Introducing 'No Waiting at any time' restrictions in York as follows:

(a) Black Horse Lane, on both sides between its junction with Dundas Street and a point 22 metres north east of the said junction,

(b) East Mount Road, on its north east side between points 39 metres and 47 metres from the highway boundary line on the south east side of Blossom Street, thereby revoking existing 'Residents' Priority' parking provision from within that length,

(c) Monkgate, on its south east side between points 5.5 metres (terminal point of existing 'No Waiting at any time' restrictions) and 11 metres north east from the centreline of Agar Street, thereby revoking existing 'Residents' Priority' parking provision from within that length,

(d) Monkgate, on its south east side between points 31 metres and 37 metres (terminal point of existing 'No Waiting at any time' restrictions) south west from the centreline of Agar Street, thereby revoking existing 'Guest house and Multiple Occupancy' parking provision from within that length.

2. Introducing a 24 hour ' Guest House and Multiple Occupancy' parking provision in Monkgate, on its north west side between points 13 metres and 7 metres south west from the centreline of Agar Street, thereby revoking existing 'Residents' Priority' parking provision from within that length.

3. Amending 'Residents' Priority' parking provision in East Mount Road on its north east side between points 18 metres and 39 metres from the highway boundary line on the south east side of Blossom Street to introduce a 24 hour Community Parking place with a 10 minutes maximum period of stay for non permit holders.

4. Introducing a 24 hour loading bay in the north west side of Tower Street between points 21 metres and 39 metres south west of the north eastern property boundary line of No. 1 Tower Street, thereby revoking the existing 'No Waiting at any time' restriction from within that length.

5. Introducing regulatory references and regulatory control of parking provision to accurately define the provision for Restricted Parking Zone.

6. Introducing "Restricted Parking Zone" in Black Horse Lane, York, between a point 22 metres north east of its junction with Dundas Street for the remainder of its length and that length of Palmer Street, York between its junction with Black Horse Lane and the projected north western property boundary line of No. 1 Palmer Street to be identified as Zone P1.

7. Restricting lengths of Black Horse Lane and Palmer Street, York within the proposed "Restricted Parking Zone" at paragraph 6 as 'No Waiting at any time' restrictions the said lengths being identifiable by the placement of upright traffic signs at the zone entry and repeater signs along the lengths of restricted roads (as opposed to the placement of road markings adjacent to the kerb)

8. Introducing a 24 hour City Car Club Parking Place in Lower Ebor Street, York, on its north side, between points 29 and 34 metres east from the highway boundary line on the east side of Cherry Street, thereby revoking existing 'Residents' Priority' parking provision from within that length.

9. Amending 'Operative Hours' of disabled parking provision in Lower Ebor Street York, on its south side, between points 10 and 25.5 metres east from the highway boundary line on the east side of Cherry Street, so that the prohibition applies Monday to Friday 9.00am to 7.00pm and Saturday 8.30am to 12.30pm, thereby revoking the existing 24 hour disabled parking provision restrictions from within that length.

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 13th November 2015.
TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) and 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 22nd day of October 2015 continuing in force the restrictions in respect of the location numbered (1) and on the said date in exercise of powers under Section 14(1) of the Act made an Order in respect of each of the locations numbered (2), (3) and (4). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered
(5), (6), (7), (8), (9) and (10).
(1) PEASOLME GREEN, YORK
This Order continues in force The York (Peasholme Green) (Temporary Traffic Restriction) Order 2015 (original Order) that Order having an expiry date on 25th October 2015. This is necessary to ensure that carriageway resurfacing works being undertaken thereon can be carried out safely. The effect of the Order is to continue in force the prohibition on vehicles from proceeding and waiting in Peashome Green, York between its junctions with Foss Island Road and Hungate (closed road) during the period commencing at 0001 hours on the 26th day of October 2015 and ending at 2400hrs on the 1st day of November 2015 (works period) or at the end of the works period whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put in to place, between 0900hrs and 1800hrs on Sunday 1st November during the works period. An alternative route for diverted traffic will be signed during the works period.
(2) MARKET STREET, YORK This Order prohibits vehicles from proceeding and waiting in Market Street, York between its junctions with Spurriergate and Feasegate (closed road) during the period when nearby building works being undertaken by crane operation from the closed road that period commencing at 1900hrs on the 2nd day of November 2015 and ending at 0200hrs on the 3rd day of November 2015 (works period) or on a date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(3) KING STREET, YORK This Order prohibits pedestrians from proceeding and vehicles from proceeding and waiting in King Street, York (closed road) during the period when footway resurfacing work
being undertaken thereon thatperiod commencing at0800hrs on the 2nd dayofNovember 2015and ending at1700hrs on the 20th dayofNovember 2015or ata time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put in to place Monday to Friday, between 0930hrs and 1600hrs during the works period. An alternative route for diverted traffic will be signed during the works period.
(4) HEWORTH ROAD, YORK This Order prohibits pedestrians and vehicles from proceeding in the footway on the south west side of Heworth Road, York between its junctions with Heworth Place and Heworth Green (closed footpath) during the period when telecommunication work being undertaken thereon that period commencing at 0900hrs on the 27th day of October 2015 and ending at 1700hrs on the 29th day of October 2015 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be signed during the works period.
(5) LINK AVENUE, YORK
This Order will prohibit vehicles from proceeding and waiting in Link Avenue, York between its junctions with Burton Stone Lane and Lucas Avenue (closed road) during the period commencing at 0001hrs on the 2nd day of November 2015 and ending at 2400hrs on the 6th day of November 2015 (works period) or at time when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted vehicles will be signed during the works period.
(6) CORNLANDS ROAD, YORK
This Order will prohibit vehicles from proceeding and waiting in Cornlands Road, York between its junction with Gale Lane and a point 25 metres south west of the said junction (closed road) during the period commencing at 0915hrs on the 9th day of November 2015 and ending at 1600hrs on the 13th day of November 2015 (works period) or at a time when carriageway maintenance works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the restrictions will only be put in to effect, between 0915hrs and 1600hrs on Monday 9th November. During the works period vehicle movements on Gale Lane will be controlled by two-way traffic signals. An alternative route for diverted traffic will be signed.
(7) SALISBURY TERRACE, YORK
This Order will prohibit vehicles from proceeding and waiting in Salisbury Terrace, York (closed road) during the period commencing at 0915hrs on the 10th day of November 2015and ending at1600hrs on the 11th dayofNovember 2015(works period) or ata time when carriageway maintenance works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(8) FIELD VIEW, YORK This Order will prohibit vehicles from proceeding and waiting in Field View, York (closed road) during the period commencing at 0001hrs on the 14th day of November 2015 and ending at2400hrs on the 15th dayofNovember 2015oron adate when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.
(9) BECKFILD LANE, YORK This Order will prohibit vehicles from proceeding and waiting in Beckfield Lane, York between its junction with Wetherby Road and the northern property boundary of No. 4 Beckfield Lane (closed road) during the period commencing at 0900hrs on the 16th day of November 2015and ending at1600hrs on the 20th dayofNovember 2015 (works period) or at a time when carriageway maintenance works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. During the works period vehicle movements on Wetherby Road and Ridgeway will be controlled by traffic signals. An alternative route for diverted traffic will be signed during the works period.
(10) FOURTH AVENUE & BAD BARGAIN LANE, YORK This Order will prohibit vehicles from proceeding and waiting in (i) Fourth Avenue, York between its junctions with Tang Hall Lane and Bad Bargain Lane, York (ii) Bad Bargain Lane, York between its junctions with Fourth Avenue and Burnholme Drive (closed road) during the period commencing at 0915hrs on the 16th day of November 2015 and ending at 2400hrs on the 27th day of November 2015 (works period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put in to place Monday to Friday, between 0915hrs and 1445hrs during the works period. An alternative route for diverted traffic will be signed during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/ restrictions.
