CITY OF YORK COUNCIL

CITY OF YORK COUNCIL NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (No 14/14) TRAFFIC ORDER 2015

Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:
1. introducing a Residents' Priority Parking Zone (Zone) comprising Nunthorpe Grove, York the said Zone to be identified as Zone 55, that Zone to include properties adjacent to and having direct private access to the said road;

2. restricting the entitlement to Residents' Priority Parking Permits in the Zone identified in paragraph (1) to exclude "Guest House and Multiple Occupancy Permits" and "Business Permits" ("Household Permit Holders" will be entitled to unlimited periods of parking during operative periods);

3. designating those existing unrestricted lengths of Nunthorpe Grove, between the projected northern highway boundary line of South Bank Avenue and the projected southern highway boundary line of Southlands Road as a Residents' Priority Parking Area for use only by Zone R55 'Permit Holders' thereby providing 24 hour unlimited parking for Permit Holders, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb);

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than Friday 11th December 2015
TEMPORARYTRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 19th day of November 2015 in respect ofeach of the locations numbered (1), (2), (3), (4)
and (5).
(1) PARLIAMENT STREET & HIGH OUSEGATE, YORK
This Order prohibits vehicles from proceeding and waiting in (i) Parliament Street, York between the north western propertyboundaryofNo. 5 ParliamentStreet and its junction with High Ousegate (ii) High Ousegate, York between its junction with Parliament Street and the south western property boundary of No. 14 High Ousegate (closed road) during the period when nearby building works being undertaken by crane operation from the closed road that period commencing at 2100hrs on the 22nd day of November 2015 and ending at 0600hrs on the 23rd day of November 2015 (works period) or on a date/time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in Parliament Street and High Ousegate is suspended during the period of physical closure to allow two-way traffic flow in the said roads when the closure is put into effect. An alternative route for diverted traffic will be signed during the works period.
(2) ST MARY'S LANE & ST MARY'S, YORK This Order prohibits vehicles from proceeding and waiting in (i) St Mary's Lane, York between its junction with St Mary's and the south western property boundary of No. 9 St Mary's Lane (closed road) and prohibiting vehicles from waiting in (ii) St Mary's, York between its junction with Bootham and the north western property boundary of No. 37 St Mary's (restricted road) during the period when water work being undertaken thereon that period commencing at 0001hrs on the 20th day of November 2015 and ending at 2400hrs on the 27th day of November 2015 or at a time and date when the works have been completed whichever is the earlier. This is to ensure thatthe said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(3) CHERRY STREET, YORK This Order prohibits pedestrians and vehicles from proceeding in (i) the footway on the west side ofCherry Street, York between the respective northern propertyboundaries of No.'s 21 Cherry Street and 40 Vine Street, York and (ii) the passageway on the south side of No. 21 Cherry Street, York (closed footpath) during the period when gas and electrical work being undertaken thereon that period commencing at 0001hrs on the 23rd day of November 2015 and ending at 2400hrs on the 4th day ofDecember 2015 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be signed during the works period.
(4) CRANBROOK ROAD & CHESTNUT GROVE, YORK This Order prohibits vehicles from proceeding and waiting in (i) Cranbrook Road, York between its junctions with Almsford Road and Cranbrook Avenue, York (ii) Chestnut Grove, York (closed road) during the period when carriageway resurfacing work being undertaken thereon that period commencing at 0001hrs on the 23rd day of November 2015 and ending at2400hrs on the 11th dayofDecember 2015 or ata time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put in to place during the first week of the works period. An alternative route for diverted traffic will be signed during the works period.
(5) BARKER LANE, YORK
This Order prohibits vehicles from proceeding, parking and waiting in Barker Lane, York (closed road) during the period commencing at 0001hrs on 21st day of November 2015 and ending at 2400hrs on the 4th day of December 2015 or at a time and date when resurfacing works being undertaken thereon havebeen completed whichever is the earlier. This is to ensure that the works can be carried out safely. An alternative route for diverted traffic will be signed during the works period. This Order continues in force the emergency restrictions putin place on Monday16th November 2015.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
