NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/16) TRAFFIC ORDER 2016

Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of:
1. Introducing a Residents' Priority Parking Area for all classes of Residents' Priority Permit Holders to include that length of St Clement's Grove from its junction with Bishopthorpe Road for the remainder of its length, Aldreth Grove from its junction with Bishopthorpe Road for the remainder of its length and Cameron Grove from its junction with Bishopthorpe Road for the remainder of its length the said Area to be identified as Zone R58, that Area to include all properties adjacent to and having direct private access to the said lengths of road with the exception of the properties numbered 1 to 15 Cameron Walker Grove;

2. Designating unrestricted lengths of St Clement's Grove, Aldreth Grove and Cameron Grove, York within the proposed Residents' Priority Parking Area at paragraph 1 as Parking Places for use only by Zone R58 'Permit Holders' thereby providing 24 hour unlimited parking for Permit Holders, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb).

3. Introducing 'Residents' Priority' parking provision in York as follows:

(a) Bishopthorpe Road, on its east side:

(i) between the projected southern property boundary line of No. 106 Bishopthorpe Road and a point 2 metres south from the projected southern propertyboundary line of No. 112 Bishopthorpe Road,

(ii) between the projected northern property boundary line of No. 114 Bishopthorpe Road and a point 19 metres north from the projected centreline of St Clement's Grove,

(iii) between a point 14 metres south of the projected centreline of St Clement's Grove and a point 19 metres north from the projected centreline of Aldreth Grove,

(iv) between a point 9 metres south of the projected centreline of Cameron Grove and a point 31 metres north from the projected centreline of Butcher Terrace.

For use only by Zone R58 'Permit Holders' thereby providing 24 hour unlimited parking for Permit Holders,
(b) Norfolk Street, York on its:

(i) north side, between a point 11.5 metres east from the eastern highway boundary line of Bishopthorpe Road and a point 34 metres east of the said line,

(ii) south side, between a point 13 metres east from the eastern highway boundary line of Bishopthorpe Road and a point 35.5 metres east of the said line, for use by R6 and R58 'Permit Holders' thereby providing 24 hour unlimited parking for Permit Holders.

(c) Lawrence Street, on its south side:

(i) between a point 12 metres east from the centreline of Farrar Street and a point 18 metres east of the said line,

(ii) between a point 28 metres east from the centreline of Farrar Street and a point 40 metres east of the said line

4. Revoking the 'No Waiting at any time' restrictions, Residents' Priority Parking places, Pay and Display parking place, City Car Club parking place and 'No Waiting Monday to Sunday 8am to 6pm' restrictions on the south side of Lawrence Street between the centrelines of Farrar Street and Nicholas Gardens. The proposed revocation to be replaced with the proposed restrictions in paragraphs 3(c), 5, 6 and 7.

5. Introducing 'No Waiting at any time' restrictions in Lawrence Street, York, on its south side as follows:

(a) between the centreline of Farrar Street and a point 12 metres east from the said line,

(b) between a point 18 metres east from the centreline of Farrar Street and a point 28 metres east from the said line,

(c) between a point 40 metres east from the centreline of Farrar Street and a point 43 metres east from the said line,

(d) between a point 64 metres east from the centreline of Farrar Street and a point 73 metres east from the said line,

(e) between a point 79 metres east from the centreline of Farrar Street and the centreline of Nicholas Gardens.

6. Introducing Bus Stop Clearways in Lawrence Street, York, on its:

(a) south side, between a point 43 metres east from the centreline of Farrar Street and a point 64 metres east from the said line.

(b) north side, between a point 32 metres west from the centreline of Nicholas Street and a point 52 metres west from the said line, thereby revoking the Residents' Priority parking provision from within that length.

7. Introducing a 24 hour City Car Club parking place in Lawrence Street, York on its south side between a point 73 metres east from the centreline of Farrar Street and a point 79 metres east from the said line.

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 1st April 2016.
TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 10th day of March 2016 in respect of each of the locations numbered (1), (2), (3), (4) and (5). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered
(6), (7), (8) and (9).
(1) STATION RISE, HAXBY
This Order prohibits vehicles from proceeding and waiting in Station Rise, York between its junction with Station Road and a point 15 metres south east of the said junction (closed road) during the period when carriageway remedial works being undertaken thereon that period commencing at 0001hrs on the 14th day of March 2016 and ending at 2400hrs on the 18th day of March 2016 (works period) or on at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available during the works period.
(2) SCARBOROUGH BRIDGE, YORK This Order prohibits pedestrians and vehicles from proceeding in footbridge (known as Scarborough Bridge) over the River Ouse (closed footpath) during the period when bridge maintenance works are being undertaken thereon that period commencing at 2100hrs on the 16th day of March 2016 and ending at 0500hrs on the 17th day of March 2016 (works period) or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely.
(3) LONGFIELD TERRACE & ALMERY TERRACE, YORK This Order prohibits vehicles from proceeding and waiting in that length of road comprising of Longfield Terrace and Almery Terrace between the northern property boundary of No. 26 Longfield Terrace and the western property boundary of No. 1 Almery Terrace (closed road) during the period when flood defence works being undertaken thereon that period commencing at 0001hrs on the 21st day of March 2016 and ending at 2400hrs on the 24th day of March 2016 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(4) POTTERY LANE, STRENSALL This Order prohibits vehicles from proceeding and waiting in Pottery Lane, Strensall between its junctions with Sheriff Hutton Road and Forest Lane (closed road) during the period when works to clear vegetation from the overhead power lines being undertaken thereon have been completed that period commencing at 0900hrs and ending at 1600hrs on the 22nd day of March 2016 (works period) or on at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available during the works period.
(5) MILL LANE, HEWORTH This Order prohibits vehicles from proceeding and waiting in the south bound traffic lane of Mill Lane, Heworth (closed traffic lane) during the period when telecommunication work being undertaken thereon, that period commencing at 0930hrs on the 22nd day of March 2016 and ending at 1530hrs on the 24th day of March 2016 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will onlybe put into effect between 0930hrs and 1530hrs, during the works period. An alternative route for diverted traffic will be signed during the works period.
(6) MICKLEGATE, YORK This Order will prohibit vehicles from proceeding and waiting in the north east bound traffic lane of Micklegate, York between its junctions with Queen Street and Bar Lane (closed traffic lane) during the period commencing at 0800hrs and ending at 1500hrs on the 20th day of March 2016 or at time when sewer works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Queen Street, Station Road, Station Avenue, Rougier Street, Tanner Row, Toft Green and Bar Lane.
(7) HOWARD DRIVE, RAWCLIFFE This Order will prohibit vehicles from proceeding and waiting in Howard Drive, Rawcliffe (closed road) during the period commencing at 0001hrs on the 29th day of March 2016 and ending at 2400hrs on the 8th day of April 2016 (works period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(8) FULFORDGATE & EASTWARD AVENUE, YORK This Order will prohibit vehicles from proceeding and waiting in (i) Fulfordgate, York and (ii) Eastward Avenue, York (closed road) during the period commencing at 0001hrs on the 29th day of March 2016 and ending at 2400hrs on the 10th day of April 2016 (works period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.
(9) WATER LANE, YORK This Order will prohibit vehicles from proceeding in a south bound direction in that length of Water Lane, York between its junctions with Clifton Moorgate and Green Lane (closed traffic lane) during the period commencing at 0001hrs on the 21st day of March 2016 and ending at 2400hrs on the 17th day of April 2016 (works period) or at a time when carriageway widening works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/ restrictions.
