NOTICE OF MAKING THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/14) TRAFFIC ORDER 2016
Notice is hereby given that on the 17th day of March 2016 City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:
1. Introducing 'No Waiting at any time' restrictions in York as follows:
(a) Black Horse Lane, on both sides between its junction with Dundas Street and a point 22 metres north east of the said junction,
(b) Burdyke Avenue, on its:
(i) north side, from the projected centreline of St Philip's Grove east for 19 metres and west 23.5 metres,
(ii) south side, from the said line east for 18.5 metres and west 19.5 metres,
(c) Chaloner's Road, on its east side, between the projected centreline of the southern junction with Wains Road north for 13 metres and south for 13 metres,
(d) Dodsworth Avenue, on its north east side, between a point 15 metre north west of the projected centreline of Irwin Avenue (terminal point of existing 'No Waiting at any time' restrictions) and a point 20 metres north west of the said line,
(e) First Avenue, on both sides, between the projected northern kerbline of Main Avenue north for 5 metres,
(f) Fourth Avenue, on its:
(i) north side, between a point 16 metres east of the north eastern kerbline of Fifth Avenue (terminal point of existing 'No Waiting at
any time' restrictions) and 26 metres east of the said line, (ii)both sides, between a point 15 metres west of the projected centreline of Sixth Avenue and 15 metres east of the said line,
(g) Hamilton Drive, on its north side, between points 43.5 metres east of the projected property boundary line of No. 89 Hamilton Drive and 21.5 metres west of the projected eastern property boundary line of No. 79 Hamilton Drive,
(h) Hamilton Drive East, on its:
(i) north west side, between the projected northern highway boundary line of Barbara Grove (terminal point of existing 'No Waiting at any time' restrictions) and a point 85 metres south west of the projected southern kerbline of Caroline Close,
(ii) south side, between the projected western kerbline of Holly Bank Road and a point 20 metres south west of the said line,
(i) Holly Bank Road, on its north west side, between the projected southern kerbline of Hamilton Drive East and a point 10 metres north east of projected eastern kerbline of Trevor Grove,
(j) Main Avenue, on its north side, from the projected centreline of First Avenue east for 9 metres and west for 9 metres, (k) Ouse Acres, on its east side, from the projected centreline of Welton Avenue north for 13 metres and south for 13 metres, (l) Rosetta Way, on its:
(i) north side, between the projected western kerbline of Pyramid Court entrance and the entrance to Amarna House, (ii)south side, between the projected western kerbline of Isis Court entrance and the entrance to Amarna House,
(m) St Philip's Grove, on both sides, from the projected southern kerbline of Burdyke Avenue south for 10 metres.
(n) Sixth Avenue, on both sides, between a point 15 metres north of the projected centreline of Fourth Avenue and 15 metres south of said line,
(o) Sowerby Road, on both sides, between the projected southern kerbline of Bouthwaite Drive and the projected western kerbline of Burnsall Drive,
(p) Upper Price Street, on its north west side, between points 15 metres (terminal point of existing 'No Waiting at any time' restrictions) and 18 metres north east from the centreline of Gray Street thereby revoking the existing 24 hour 'Residents Priority' parking provision within the said length;
(q) Wains Road, on both sides, from the projected eastern kerbline at it southern junction with Chaloner's Road west for 10 metres, (r) Welton Avenue, on both sides, from the projected eastern kerbline of Ouse Acres for 10 metres,
2. Introducing 'No Waiting at any time' restrictions in Bishopthorpe as follows:
(a) Appleton Road, on its south east side, from the projected centreline of Maple Avenue north east for 15 metres and south west for 15 metres,
(b) Lang Road, on both sides, between a point 10 metres west from the projected western kerbline of Sim Balk Lane (terminal point of existing 'No Waiting at any time' restrictions) and a point 15 metres west from the said point,
(c) Maple Avenue, on both sides, from the projected south eastern kerbline of Appleton Road south east for 15 metres;
3. Introducing 'No Waiting at any time' restrictions in Copmanthorpe as follows:
(a) Main Street, on its
(i) west side, between the projected southern kerb line of Station Road north for 22 metres, (ii)east side, between the projected northern kerb line of Station Road north for 12 metres,
(b) Moor Lane, on both sides, between the projected southern kerb line of Station Road south for 12 metres,
(c) Station Road, on both sides, between the projected eastern kerbline of Main Street east for 15 metres;
4. Introducing 'No Waiting at any time' restrictions in Fulford as follows:
(a) Fulford Park, on its
(i) north side, from the projected western kerbline of Main Street, Fulford and a point 22 metres west of the said line,
(ii) south side, from the projected western kerbline of Main Street, Fulford and a point 33 metres west of the said line,
(b) Main Street, on its west side, between a point 6 metres south of the projected southern boundary line of No. 22 Main Street (terminal point of existing 'No Waiting at any time' restrictions) and a point 2 metres north of the said line;
5. Introducing 'No Waiting at any time' restrictions in Huntington as follows:
(a) New Lane, on its east side, from the projected centreline of Woodland Way north for 15 metres and south for 15 metres,
(b) Woodland Way, on both sides, from the projected eastern kerbline of New Lane east for 12 metres;
6. Introducing 'No Waiting at any time' restrictions in Millfield Lane, Nether Poppleton, on its south east side, between the projected north eastern kerbline of Millfield Lane (terminal point of existing 'No Waiting at any time' restrictions) and the projected north eastern property boundary line of Unit 5 Millfield Lane;
7. Introducing 'No Waiting at any time' restrictions in Strensall as follows:
(a) Ox Carr Lane, on its north west side, between a point 20 metres north east of the centreline of The Old Highway and a point 20 metres south west of the said line,
(b) The Old Highway, on both sides, from the projected north western kerbline of Ox Carr Lane and a point 6 metres south west of the said line;
8. Introducing 'No Waiting at any time' restrictions in Upper Poppleton, as follows:
(a) Main Street, on its west side;
(i) from the projected kerbline of the southern access road to Blairgowrie and a point 20 metres south of the said line, (ii)between the projected centreline of Old School Court north for 13 metres and south for 13 metres,
(b) Old School Court, on both sides, from the projected western kerbline of Main Street west for 5 metres,
(c) Station Road, on its;
(i) north east side, between a point 25 metres north west of the level crossing and a point 25 metres south east of the level crossing, (ii)south west side, between a point 23 metres north west of the level crossing and a point 25 metres south east of the level crossing;
9. Introducing 'No Waiting Monday to Sunday 8am to 6pm' restrictions in Upper Poppleton, as follows:
(a) The Green, on its north east side, between the projected northern property boundary line of All Saints Church Hall and the projected northern kerbline of Long Ridge Lane,
(b) Long Ridge Lane, on its north side, between the projected eastern kerbline of The Green and appoint 10 metres east of the said line;
10. Introducing 'No Waiting Monday to Friday 8am to 6pm' restrictions in Main Street, Fulford on its west side between a point 9 metres north of the projected southern boundary line of No. 22 Main Street (terminal point of existing 'No Waiting Monday to Friday 8am to 6pm' restrictions) and a point 2 metres north of the said line;
11. Introducing 'No Waiting Monday to Friday from 8.30am - 9.30am' and 'No Waiting from 3pm - 4pm restrictions in North Lane, Wheldrake, on its south side, between points 10 and 60 metres west of the eastern property boundary of 20 North Lane;
12. Amending the 'Operative Hours' of 'Residents Priority' parking provision in Abbot Street, York, on its north west side, between a point 5 metres north east of it junction with Garden Street and 26 metres north east of the said line to introduce a 24 hour 'Residents Priority' parking provision with a 10 minute initial period for R25 permit holders, thereby revoking the existing Monday to Saturday 9.00am to 5.00pm restriction with 60 minute initial period;
13. Re-defining 'Residents' Priority' parking area thereby bringing within the R42 zone the existing 24 hour 'Pay and Display', R9 and R14 parking provision on the south west side of Lord Mayor's Walk between points 6 metres and 90 metres north west of the projected centreline of St John's Street;
14. Amending the existing prohibition on stopping on "School Keep Clear" markings outside the entrance to Headlands Primary School on the north west side of Oak Tree Lane, Haxby, so that the prohibition applies from 8.30am to 9.30am and 2.45pm to 4pm, Mondayto Friday thereby revoking the existing 8.30am to 9.30am and 3pm to 4pm prohibition applying on the said days;
15. Introducing Bus Stop Clearway in Fourth Avenue, York, on its north side, between the projected eastern property boundary line of No. 11 Fourth Avenue and a point 20 metres east of the said line;
16. Introducing Bus Stop Clearways in Burdyke Avenue, York, on its:
(a) north side, from a point 23.5 metres west of the projected centreline of St Philip's Grove west for 12 metres,
(b) south side, from a point 19.5 metres west of the projected centreline of St Philip's Grove west for 12 metres.
17. Introducing in Lavender Grove, York on its south east side between points 7 metres and 17 metres south west of the south western property boundary line of No. 2 Lavender Grove, a parking place with an operational period from 9am to 5pm, Mondayto Friday, providing a 60 minute maximum stay for motor cars and solo motor cycles with a 60 minutes 'No Return' period, with unrestricted parking outside the operational period;
18. Introducing in Mattison Way, York on its west side, between points 26 metres and 38 metres south west of the projected southern highway boundary line of Hamilton Drive, a parking place with an operational period from 8am to 6pm, Monday to Sunday, providing a 30 minute maximum stay for motor cars and solo motor cycles with a 60 minutes 'No Return' period, with unrestricted parking outside the operational period;
19. Introducing a prohibition on stopping on 'School-Keep Clear' road markings in that length of Whenby Grove, Huntington, on the north side, from the projected centreline of the service road to Yearsley Grove Primary School east for 20m and west for the remainder of its length the said prohibition to apply between 8.15am and 9.30am and between 3pm and 4pm Monday to Friday thereby revoking existing waiting restrictions as they exist within the said length;
20. Introducing a prohibition on stopping on 'School-Keep Clear' road markings in that length of Yearsley Grove, Huntington, on the north side, from a point 22 metres east of the projected western property boundary line of No. 20 Yearsley Grove and east for the remainder of its length the said prohibition to apply between 8.15am and 9.30am and between 3pm and 4pm Monday to Friday thereby revoking existing waiting restrictions as they exist within the said length;
21. Amending the existing prohibition on stopping on existing "School Keep Clear" markings outside the entrance to Yearsley Gove Primary School on the south side of the carriageway on Yearsley Grove and Whenby Gove, Huntington so that the prohibition applies from 8.15am to 9.30am and 3pm to 4pm, Monday to Friday thereby revoking the existing 8.30am to 9.30am and 3pm to 4pm prohibition applying on the said days;
22. Amending the designation of the Residents Priority Parking Place in Richardson Street, on its north side, between points 11 metres and 30.5 metres east from the highway boundary line on the east side of Bishopthorpe Road to become a Community Parking Place for all classes of Permit Holder within existing qualifying Parking Zones R6 and R36;
23. Amending the designation of the Residents Priority Parking Place in St Benedict Road, on its south west side, between a point 124 metres and 145 metres east from the centreline of Price Street to become a Community Parking Place for all classes of Permit Holder within existing qualifying Parking Zones R16, R36 and R40;
24. Introducing a Residents' Priority Parking Zone (Zone) comprising Nunthorpe Grove, York the said Zone to be identified as Zone R57, that Zone to include properties adjacent to and having direct private access to the said road;
25. Restricting the entitlement to Residents' Priority Parking Permits in the Zone identified in paragraph (1) to exclude "Guest House and Multiple Occupancy Permits" and "Business Permits" ("Household Permit Holders" will be entitled to unlimited periods of parking during operative periods);
26. Designating those existing unrestricted lengths of Nunthorpe Grove, between the projected northern highway boundary line of South Bank Avenue and the projected southern highway boundary line of Southlands Road as a Residents' Priority Parking Area for use only by Zone R57 'Permit Holders' thereby providing 24 hour unlimited parking for Permit Holders, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb);
27. Amending 'Residents' Priority' parking provision in East Mount Road on its north east side between points 18 metres and 47 metres from the highway boundary line on the south east side of Blossom Street to introduce a 24 hour Community Parking place with a 10 minutes maximum period of stay for non permit holders;
28. Introducing a 24 hour loading bay in the north west side of Tower Street between points 21 metres and 39 metres south west of the north eastern property boundary line of No. 1 Tower Street, thereby revoking the existing 'No Waiting at any time' restriction from within that length.
29. Introducing regulatory references and regulatory control of parking provision to accurately define the provision for Restricted Parking Zone.
30. Introducing "Restricted Parking Zone" in Black Horse Lane, York, between a point 22 metres north east of its junction with Dundas Street for the remainder of its length and that length of Palmer Street, York between its junction with Black Horse Lane and the projected north western property boundary line of No. 1 Palmer Street to be identified as Zone P1.
31. Restricting lengths of Black Horse Lane and Palmer Street, York within the proposed "Restricted Parking Zone" at paragraph 6 as 'No Waiting at any time' restrictions the said lengths being identifiable by the placement of upright traffic signs at the zone entry and repeater signs along the lengths of restricted roads (as opposed to the placement of road markings adjacent to the kerb)
32. Introducing a 24 hour City Car Club Parking Place in Lower Ebor Street, York, on its north side, between points 29 and 34 metres east from the highway boundary line on the east side of Cherry Street, thereby revoking existing 'Residents' Priority' parking provision from within that length.
33. Amending 'Operative Hours' of disabled parking provision in Lower Ebor Street York, on its south side, between points 10 and 25.5 metres east from the highway boundary line on the east side of Cherry Street, so that the prohibition applies Monday to Friday 9.00am to 7.00pm and Saturday 8.30am to 12.30pm, thereby revoking the existing 24 hour disabled parking provision restrictions from within that length.
34. Amending 'Operative Hours' of 'No Waiting Monday-Saturday 8am to 6pm' restrictions in York, as folllows:
(a) George Street, on its east side, from the projected centreline of Margaret Street south for 46.5 metres, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,
(b) George Street, on its east side, between a point 59.5 metres south from the projected centreline of Margaret Street and a point 2 metres south from the projected southern highwayboundary line of Long Close Lane, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,
(c) Hope Street, on its north west side, from a point 40 metres south west of the projected kerbline of Walmgate for the remainder of its length, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,
(d) Hope Street, on its south east side, from a point 10 metres south west of the projected kerbline of Walmgate south west for 91 metres, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,
(e) Hope Street, on its south east side, from a point 239 metres south west of the projected kerbline of Walmgate south west for the remainder of its length, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,
(f) Hope Street - Cul de Sac to rear of Trent House, on both sides and end, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,
(g) Hope Street - Cul de Sac between No.'s 37 and 39 Hope Street, on both sides and end so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,
(h) Hope Street - Cul de Sac to the rear of No.'s 47 and 57 Hope Street, on both sides and end so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,
(i) Long Close Lane, on its north side, from the projected eastern kerbline of George Street east for 16 metres, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions,
(j) Long Close Lane, on its north side, from a point 163 metres east of the projected eastern kerbline of George Street east for the
remainder of its length, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby revoking the existing No Waiting
Monday to Saturday 8.00am to 6.00pm restrictions, (k) Long Close Lane, on its east side, for the whole length, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby
revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions, (l) Long Close Lane, on its south side, for the whole length, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby
revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions, (m) Long Close Lane, on its west side, for the whole length, so that the restriction applies 'Monday-Sunday 8am to 6pm', thereby
revoking the existing No Waiting Monday to Saturday 8.00am to 6.00pm restrictions. The Order comes into effect on 21 stday of March 2016.
A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.
TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 10th day of March 2016 in respect of each of the locations numbered (1), (2), (3) and (4).
(1) MICKLEGATE, YORK
This Order prohibits vehicles from proceeding and waiting in the north east bound traffic lane of Micklegate, York between its junctions with Queen Street and Bar Lane (closed traffic lane) during the period when sewer works being undertaken thereon that period commencing at 0800hrs and ending at 1500hrs on the 20th day of March 2016 (works period) or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via Queen Street, Station Road, Station Avenue, Rougier Street, Tanner Row, Toft Green and Bar Lane.
(2) HOWARD DRIVE, RAWCLIFFE
This Order prohibits vehicles from proceeding and waiting in Howard Drive, Rawcliffe (closed road) during the period when carriageway resurfacing works being undertaken thereon that period commencing at 0001hrs on the 29th day of March 2016 and ending at 2400hrs on the 8th day of April 2016 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.
(3) FULFORDGATE & EASTWARD AVENUE, FULFORD This Order prohibits vehicles from proceeding and waiting in (i) Fulfordgate, York and (ii) Eastward Avenue, York (closed road) during the period when carriageway reconstruction works being undertaken thereon that period commencing at 0001hrs on the 29th day of March 2016 and ending at 2400hrs on the 10th day of April 2016 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.
(4) WATER LANE, YORK
This Order prohibits vehicles from proceeding and waiting in a south bound direction in that length of Water Lane, York between its junctions with Clifton Moorgate and Green Lane (closed traffic lane) during the period when carriageway widening work being undertaken thereon, that period commencing at 0001hrs on the 21st day of March 2016 and ending at 2400hrs on the 17th day of April 2016 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not
prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
