NOTICE OF MAKING THE YORK OFF-STREET PARKING PLACES (AMENDMENT) (NO 13/3) ORDER 2016
Notice is hereby given that on the 19th day of May 2016 City of York Council, in exercise of powers under Sections 32, 33, 35 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of introducing a parking permit for Guests of Guest Houses and Hotels Only to park motor cars and motor cycles in the City of York Council Off-Street Parking Places located in Castle Mills Car Park, Foss Bank Car Park, Marygate Car Park, Monk Bar Car Park, Nunnery Lane Car Park, St George's Field Car Park and Union Terrace Car Park. The proposed parking permits will be subject to a charge of £240.00 per book (30 parking permits per book) and will only be available for sale to owners of Guest Houses or Hotels within the District of York for the use of their guests. The proposed parking permits will be valid form the date identified on the scratch card until 12pm the following day. The Order comes into effect on the 21st day of May 2016.
A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.
TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 19th day of May 2016 in respect of each of the locations numbered (1), (2), (3), (4), (5) and (6). Additionally, the Council, not less than 7 days from the publication of this Notice, intends tomakean OrderunderSection 14(1) ofthe Actin respectofeach ofthe locations numbered (7), (8) and (9).
(1) ASKHAM FIELDS LANE, ASKHAM BRYAN
This Order prohibits vehicles from proceeding and waiting in Askham Fields Lane between its junctions with York Road and Main Street, Askham Bryan (closed road) during the period when carriageway resurfacing works being undertaken thereon that period commencing at 0930hrs on the 23rd day of May 2016 and ending at 2400hrs on the 27th day of May 2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available during the works period.
(2) HIGH PETERGATE, YORK This Order prohibits vehicles from proceeding and waiting in High Petergate, York between its junctions with St Leonard's Place and Duncombe Place (closed road) during the period when water works being undertaken thereon that period commencing at 0800hrs on the 23rddayofMay2016 and ending at2400hrs on the 27th dayofMay2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in High Petergate is suspended during the period of physical closure to allow two-way traffic flow in the said road when the closure is put into effect. An alternative route for diverted traffic will be available during the works period.
(3) EASTFIELD LANE, DUNNINGTON This Order prohibits vehicles from proceeding and waiting in Eastfield Lane, Dunnington between its junctions with Holly Tree Lane and Stamford bridge Road (A166) (closed road) during the period when telecommunication works being undertaken thereon that period commencing at1830hrson the23rddayofMay2016and ending at2400hrs on the 24thday of May 2016 or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available during the works period via Eastfield Lane, Church Balk, Stamford Bridge Road and vice versa.
(4) LOWER PRIORY STREET, YORK This Order prohibits vehicles from proceeding and waiting in Lower Priory Street, York between its junctions with Fetter Lane and Priory Street (closed road) during the period
when carriageway resurfacing works being undertaken thereon that period commencing at 0900hrs on the 23rd day of May 2016 and ending at 2400hrs on the 27th day of May 2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available during the works period.
(5) HESLINGTON LANE, YORK This Order prohibits vehicles from proceeding and waiting in Heslington Lane, York between its junction with Broadway and the south western property boundary line of No 155 Heslington Lane (closed road) during the period when carriageway resurfacing works being undertaken thereon that period commencing at 0915hrs and ending at 2400hrs on the 24th day of May 2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available during the works period.
(6) MILL LANE, RUFFORTH This Order prohibits vehicles from proceeding and waiting in Mill Lane, Rufforth (closed road) during the period when carriageway resurfacing works being undertaken thereon thatperiod commencing at1900hrs on the 23rddayofMay2016 and ending at2400hrs on the 24th day of May 2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put into effect between 1900hrs and 2300hrs on each night during the works period. During the works period vehicle movements on Wetherby Road (B1223) will be controlled by two-way traffic signals. An alternative route for diverted traffic will be available during the works period.
(7) THE GREEN, ACOMB This Order will prohibit vehicles from proceeding and waiting in The Green, Acomb between the projected eastern property boundary line of No. 2 The Green, Acomb and its junction with StStephens Mews (closed road) during theperiod commencing at0001hrs on the 31st day of May 2016 and ending at 2400hrs on the 3rd day of June 2016 (works period) or at time when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(8) BACKHOUSE STREET, YORK This Order will prohibit vehicles from proceeding and waiting in Backhouse Street, York (closed road) during the period commencing at 0001hrs on the 31st day of May 2016 and ending at 2400hrs on the 6th day of June 2016 (works period) or at time when electricity works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(9) UPPER NEWBOROUGH STREET, YORK This Order will prohibit vehicles from proceeding and waiting in Upper Newborough Street, York (closed road) during the period commencing at 0001hrs on the 6th day of June 2016 and ending at 2400hrs on the 24th day of June 2016 (works period) or at time when water works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns.
