TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council) not less than 7 days from the publication of this Notice, in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), intends to make an Order in respect of each of the locations numbered (1), (2), (3), (4), (5) and (6).
(1) GROSVENOR ROAD, YORK This Order will prohibit vehicles from waiting from 10am to 10pm in unrestricted lengths on the south side of Grosvenor Road, York between its junctions with Bootham Crescent and the service road to Grosvenor Park (restricted road) and, additionally, to impose a prohibition on vehicles from proceeding between the said times in the restricted road. The Order will be effective during the period from 16th July 2016 to 31st May 2017. This is because of the likelihood of danger arising. It is envisaged that the restrictions and prohibition will only be put in place on the occasion of a football match or other sporting event at the adjacent football stadium and only for such period within the specified times as is necessary to ensure safety. An alternative route for diverted traffic will be available via: Burton Stone Lane, Clifton, Bootham Crescent and vice versa.
(2) VARIOUS ROADS, YORK

This Order in respect of all roads within the City of York to enable the Council to fulfil its statutory duties under Section 89(1) and (2) of the Environment Protection Act 1990 relating to litter control and street cleaning. The effect of the Order will be to prohibit, where necessary, vehicles from waiting at any time in the whole or in any length of a road within the jurisdiction of the Council (restricted road) between such times and on such dates as shall be determined by the Council in order to safely and effectively carry out litter control and street cleaning, such times and dates to be notified in writing to occupiers of premises adjacent to those restricted roads not less than 48 hours before the said prohibition comes into effect and by Notices displayed on-street within the restricted roads not less than 24 hours before the prohibition comes into effect. The Order will not apply to waiting by emergency vehicles in an emergency nor to vehicles being used for undertaking street works. The Order will, during its period of validity,enabletheCounciltocarryoutlittercontrolandstreetcleaningworksprogressivelyon a street by street basis throughout its area of jurisdiction. The temporary prohibition of waiting will only be implemented in those instances where standing vehicles would otherwise obstruct the undertaking of those works and will be removed on their completion. It is intended that the Order will commence on 18th July 2016 and expire on 31st December 2017.
(3) HIGH PETERGATE, YORK

This Order will prohibit vehicles from proceeding and waiting in High Petergate, York (closed road) during the period commencing at 0800hrs on the 25th day of July 2016 and ending at 2400hrs on the 29th day of July 2016 (works period) or at a time/date when sewer works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. Additionally, the 'ONE WAY' direction of traffic flow in High Petergate is suspended during the period of physical closure to allow two-way traffic flow in the said road when the closure is put into effect. An alternative route for diverted traffic will be available during the works period.
(4) SHIPTON STREET, YORK

This Order will prohibit vehicles from proceeding and waiting in Shipton Street, York (closed road) during the period commencing at 0001hrs on the 25th day of July 2016 and ending at2400hrsonthe5thdayofAugust2016(worksperiod)orattimewhenwaterworksbeing undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(5) GREENDYKES LANE & MELROSEGATE, YORK This Order will prohibit vehicles from proceeding and waiting in that length of (i) Greendykes Lane, York between its junctions with Hull Road and Thief Lane, (ii) Melrosegate, York between its junctions with Hull Road and Beckside Gardens (closed road) during the period commencing at0001hrsonthe25thdayofJuly2016andendingat2400hrsonthe26thdayofAugust2016 (works period) or at time when gas main replacement works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure on Melrosegate will only be put in to place, between 0001hrs on Monday 25th July 2016 and 2400hrs on Monday 8th August 2016. During the works period vehicle movements on Hull Road will be maintained via temporary traffic lights. Access to Barstow Avenue will be maintained via Garrow Hill Avenue and to Kexby Avenue via Thief Lane. An alternative route for diverted traffic will be available via:
(i) Lawrence Street, Barbican Road, Heslington Road, Thief Lane and vice versa.

(ii) Melrosegate, Tang Hall Lane, Hull Road and vice versa.

(6) SOUTH LANE, HAXBY This Order will prohibit vehicles from proceeding and waiting in South Lane, Haxby (closed road) during the period commencing at 0915hrs on the 25th day July 2016 and ending at 2400hrs on the 29th day of July 2016 (works period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/restrictions.
