NOTICE OF MAKING THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/16) TRAFFIC ORDER 2016
Notice is hereby given that on the 17th day of August 2016 City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:

1. Introducing a Residents' Priority Parking Area for all classes of Residents' Priority Permit Holders to include that length of St Clement's Grove from its junction with Bishopthorpe Road for the remainder of its length, Aldreth Grove from its junction with Bishopthorpe Road for the remainder of its length and Cameron Grove from its junction with Bishopthorpe Road for the remainder of its length the said Area to be identified as Zone R58, that Area to include all properties adjacent to and having direct private access to the said lengths of road with the exception of the properties numbered 1 to 15 Cameron Walker Grove;

2. Designating unrestricted lengths of St Clement's Grove, Aldreth Grove and Cameron Grove, York within the proposed Residents' Priority Parking Area at paragraph 1 as Parking Places for use only by Zone R58 'Permit Holders' thereby providing 24 hour unlimited parking for Permit Holders, the said lengths being identifiable by the placement of upright traffic signs at the Area 'entry' and 'exit' points (as opposed to the placement of Residents' Parking signs and road markings adjacent to the kerb).

3. Introducing 'Residents' Priority' parking provision in York as follows:

(a) Bishopthorpe Road, on its east side:

(i) between the projected southern property boundary line of No. 106 Bishopthorpe Road and a point 2 metres south from the projected southern propertyboundarylineofNo. 112 BishopthorpeRoad,

(ii) between the projected northern property boundary line of No. 114 Bishopthorpe Road and a point 19 metres north from the projected centreline of St Clement's Grove,

(iii) between a point 14 metres south of the projected centreline of St Clement's Grove and a point 19 metres north from the projected centreline of Aldreth Grove,

(iv) between a point 9 metres south of the projected centreline of Cameron Grove and a point 31 metres north from the projected centreline of Butcher Terrace,

for use only by Zone R58 'Permit Holders' thereby providing 24 hour unlimited parking for Permit Holders,
(b) Norfolk Street, York on its:

(i) north side, between a point 11.5 metres east from the eastern highway boundary line of Bishopthorpe Road and a point 34 metres east of the said line,

(ii) south side, between a point 13 metres east from the eastern highway boundary line of Bishopthorpe Road and a point 35.5 metres east of the said line,

for use by R6 and R58 'Permit Holders' thereby providing 24 hour unlimited parking for Permit Holders.
4. introducing 'No Waiting at any time' restrictions in Thief Lane, York, on the south side, between a point 3 metres west from the projected eastern property boundary line of No. 57 Thief Lane (terminal point of existing 'No Waiting at any time' restrictions) and a point 22 metres east from the projected eastern kerbline of Kexby Avenue (terminal point of existing 'No Waiting at any time' restrictions).

5. Introducing 'No Waiting at any time' restrictions in Campleshon Road, York, on its north side as follows:

(a) between points 16 metres north east from the projected western kerbline of Lorne Street (terminal point of existing 'No Waiting at any time' restrictions) and 58 metres south west from the projected western kerbline of Trafalgar Street,

(b) between points 10 metres south west from the projected western kerbline of Lorne Street (terminal point of existing 'No Waiting at any time' restrictions) and the projected western property boundary line of No. 34 Campleshon Road.

6. Introducing a 24 hour City Car Club parking place in Campleshon Road, York on its south side between points 39 metres and 45 metres west of the centreline of Trafalgar Street.

7. Introducing Disabled Person's (Blue Badge) Parking Place in Campleshon Road, York, on its north side between points 10 metres and 17 metres south west from the projected kerbline on the west side of Lorne Street (terminal point of existing 'No Waiting at any time' restrictions).

The Order comes into effect on 22nd day of August 2016.
A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.
TEMPORARY TRAFFIC RESTRICTIONS Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 17th day of August 2016 in respect of each of the locations numbered (1), (2) and (3). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (4) and (5).
(1) STRENSALL FOOTPATH NO 3/4/10, STRENSALL This Order prohibits pedestrians and vehicles from proceeding in that length of closed footpath, known as Strensall Footpath No 3/4/10 between its junction with Sheriff Hutton Road, Strensall and a point 250 metres north west of the said junction (closed footpath), during the period when river bank improvement works are being undertaken thereon. The prohibition commences at 0001hrs on the 30th day of August 2016 and ends at 2400hrs on the 16th day of September 2016 or on a date when the said works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted pedestrians and vehicles will be available via sheriff Hutton Road, New Lane and vice versa.
(2) STRENSALL NO. 1 LEVEL CROSSING, STRENSALL This Order prohibits vehicles from proceeding through the Strensall No. 1 Level Crossing on York Road, Strensall (closed road) during the period when track maintenance works are being undertaken thereon that period commencing at 2300hrs on the 30th day of August 2016 and ending at 0600hrs on the 31st day of August 2016 or on at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available via York Road, Ox Carr Lane, Moor Lane, Princess Road, York Road and vice versa.
(3) AVENUE TERRACE, YORK

This Order prohibits vehicles from proceeding and waiting in Avenue Terrace, York (closed road) during the period when water works being undertaken thereon that period commencing at 0001hrs on the 30th day of August 2016 and ending at 2400hrs on the 26th day of September 2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available during the works period.
(4) WINDSOR GARTH, ACOMB

This Order will prohibit vehicles from proceeding and waiting in that length of Windsor Garth, Acomb between its junction with Woodford Place and the north eastern property boundary line to No 31 Windsor Garth (closed road) during the period commencing at 0001hrs on the 30th day of August 2016 and ending at 2400hrs on the 14th day of October 2016 (work period) or at time when carriageway improvement works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available during the works period.
(5) CAMPLESHON ROAD, YORK
This Order will prohibit vehicles from proceeding and waiting in that length of Campleshon Road, York between its junctions with Lorne Street and Trafalgar Street (closed road) during the period commencing at 1900hrs on the 1st day of September 2016 and ending at 2400hrs on the 3rd day of September 2016 (work period) or at time when carriageway resurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available during the works period. It is envisaged that the closure will only be put into effect during the following times/dates: 1900hrs till 2330hrs on Thursday 1st September; 1900hrs till 2330hrs on Friday 2nd September; 0730hrs till 1600hrs on Saturday 3rd September.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/ restrictions.
