NOTICE OF PROPOSALS THE YORK PARKING, STOPPING AND WAITING (AMENDMENT) (NO 14/22) TRAFFIC ORDER 2016

Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, proposes to make an Order which will have the effect of
1. Introducing 'No Waiting at any time' restrictions in Nether Poppleton as follows:

(a) Opus Avenue,

(i) on both sides, from the centre point of the roundabout controlled junction with White Rose Close and White Rose Way south east for 30 metres,

(ii) on its north side, from a point 6 metres south east from the south eastern property boundary line to No. 1 Opus Avenue south east for the remainder of its length,

(iii) on its south side, from a point 14 metres north west of the northern kerbline to the service road to Tudor Court south east for the remainder of its length,

(b) Opus Avenue - Service road to Tudor Court, on both sides, from its junction with Opus Avenue for the whole of that length being adopted public highway,

(c) White Rose Close, on both sides, from the centre point of the roundabout controlled junction with Opus Avenue and White Rose Way north west for 30 metres,

(d) White Rose Way, on both sides, from the centre point of the roundabout controlled junction with Opus Avenue and White Rose Close south west for 30 metres;

2. Introducing 'No Waiting at any time' restrictions in Green Lane, Acomb, on both sides between a point 12 metres south of the northern property boundary line of No. 129 Green Lane, Acomb south for the remainder of its length.

3. Re-defining the boundary of Zone R18 (WALMGATE) Residents' Priority Parking Area to exclude that area within the property boundary of 18 George Street and Stamford House, George Street which is subject of planned redevelopment for residential purposes thereby removing that area from within the Zone.

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 11th November
2016.
TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that City of York Council (the Council), in exercise of powers under Section 14(1) and 15(8) of the Road Traffic Regulation Act 1984 (the Act), made an Order on the 20th day of October 2016 continuing in force the restrictions in respect of the location numbered (1) and on the said date in exercise of powers under Section 14(1) of the Act made an Order in respect of each of the locations numbered (2), (3), (4), (5), (6), (7), (8), (9) and (10). Additionally, the Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Act in respect of each of the locations numbered (11), (12), (13) and (14).
(1) LANG ROAD, BISHOPTHORPE This Order continues The Bishopthorpe (Lang Road) (Temporary Traffic Restriction) Order 2016 (original Order) that Order having an expiry date on 21st October 2016. This is necessary to ensure that carriageway resurfacing works being undertaken thereon can continue to be carried out safely. The effect of the Order is to continue in force the prohibition on vehicles from proceeding and waiting in that length of Lang Road, Bishopthorpe between its junctions with Sim Balk Lane and Coggan Way (closed road) during the period commencing at 0001 hours on the 22nd day of October 2016 and ending at 2400hrs on the 4th day of November 2016 or at the end of the works period whichever is the earlier. An alternative route for diverted traffic will be available during the works period.
(2) CAMPLESHON ROAD, YORK
This Order prohibits vehicles from proceeding and waiting in that length of Campleshon Road, York between its junction with Trafalgar Street and the western property boundary line of No. 34 Campleshon Road (closed road) during the period when carriageway resurfacing works being undertaken thereon, that period commencing at 0700hrs on the 24th day of October and ending at 2400hrs on the 28th day of October 2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put into effect for one day during the works period. An alternative route for diverted traffic will be available during the works period.
(3) HESLINGTON ROAD/UNIVERSITY ROAD, YORK This Order prohibits vehicles from proceeding and waiting in that length of road connecting Heslington Road and University Road, York (closed road) during the period when carriageway resurfacing works being undertaken thereon that period commencing at 0001hrs and ending at 2400hrs on the 24th day of October 2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.
(4) MOOR LANE, YORK This Order prohibits vehicles from proceeding and waiting in that length of Moor Lane, York between its junctions with A1237 and Cairnborrow (closed road) during the period when carriageway resurfacing works being undertaken thereon that period commencing at 0001hrs and ending at 2400hrs on the 24th day of October 2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available during the works period.
(5) ROWAN AVENUE, NEW EARSWICK This Order prohibits vehicles from proceeding and waiting in that length of the west bound traffic lane of Rowan Avenue, New Earswick between its junction with Haxby Road and the north western property boundary line of No. 57 Haxby Road, New Earswick (closed traffic lane) during the period when water works being undertaken thereon that period commencing at 0930hrs and ending at 1530hrs on the 25th day of October 2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be available during the works period. During the works period vehicle movements on Haxby Road will be controlled by two-way traffic signals.
(6) FULFORDGATE & EASTWARD AVENUE, FULFORD
This Order prohibits vehicles from proceeding and waiting in (i) Fulfordgate, York and (ii) Eastward Avenue, York (closed road) during the period when speed hump reconstruction works being undertaken thereon that period commencing at 0001hrs on the 27th day of October 2016 and ending at 2400hrs on the 28th day of October 2016 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. No alternative route for diverted traffic will be available during the works period.
(7) AVENUE TERRACE, YORK This Order prohibits vehicles from proceeding and waiting in Avenue Terrace, York (closed road) during the period when water works being undertaken thereon that period commencing at 0001hrs on the 24th day of October 2016 and ending at 2400hrs on the 1st day of November 2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(8) CHURCH STREET & LOW GREEN, COPMANTHORPE This Order prohibits vehicles from proceeding and waiting in that length of road comprising of Church Street and Low Green, Copmanthorpe between its pedestrian access to St Giles Church and vehicular access to Copmanthorpe Primary School (closed road) during the period when carriageway resurfacing works being undertaken thereon thatperiod commencing at0001hrs on the 24th dayofOctober 2016 and ending at 2400hrs on the 28th day of October 2016 or at a time and date when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. During the works period vehicle movements will be controlled by two-way traffic signals between Low Green and Merchant Way. An alternative route for diverted traffic will be signed during the works period.
(9) BAD BARGAIN LANE, YORK

This Order prohibits vehicles from proceeding and waiting in that length of Bad Bargain Lane, York between its junctions with Burnholme Drive and Stray Road (closed road) during the period when carriageway resurfacing works being undertaken thereon, that period commencing at 0001hrs on the 24th day of October and ending at 2400hrs on the 28th day of October 2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(10) HUNTINGTON ROAD, YORK

This Order prohibits vehicles from proceeding and waiting in that length of Huntington Road, York between its junctions with Brockfield Road and Link Road (closed road) during the period when carriageway resurfacing works being undertaken thereon, that period commencing at 0700hrs on the 24th day of October and ending at 2400hrs on the 28th day of October 2016 (works period) or at a time when the works have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(11) QUEEN VICTORIA STREET & KNAVESMIRE CRESCENT, YORK This Order will prohibit vehicles from proceeding and waiting in that length of (i) Queen Victoria Street, York between its junctions with Curzon Terrace and Albemarle Road and (ii) Knavesmire Crescent, York from its junction with Queen Victoria Street north for the remainder of its length (closed road) during the period commencing at 0001hrs on the 31st day of October 2016 and ending at 2400hrs on the 4th day of November 2016 (works period) or at time when carriagewayresurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(12) WATER LANE & GREEN LANE, YORK
This Order will prohibit vehicles from proceeding in that length of (i) Water Lane, York between its junctions with Green Lane and Woodland Chase and (ii) Green Lane, York between its junction with Water Lane and Green Lane Industrial Estate Road (closed road) during the period commencing at 0730hrs and ending at 2400hrs on the 6th day of November 2016 (works period) or at a time when carriagewayresurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put into effect between 0730hrs and 1930hrs during the works period. An alternative route for diverted traffic will be signed during the works period.
(13) MELROSEGATE, YORK ThisOrderwill prohibitvehiclesfrom proceedingand waiting in thatlength ofMelrosegate, York between its junctions with Alcuin Avenue and Fifth Avenue (closed road) during the period commencing at0001hrs on the 7th dayofNovember 2016 and ending at2400hrs on the 11th dayofNovember 2016 (work period) or attime when carriagewayresurfacing works being undertaken thereon have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. An alternative route for diverted traffic will be signed during the works period.
(14) TANNER ROW, YORK This Order will prohibit vehicles from proceeding and waiting in Tanner Row, York between its junctions with North Street and Rougier Street (closed road) during the period commencing at0700hrs on the 6th dayofNovember 2016 and ending at1900hrs on the 20th day of November 2016 (works period) or at a time when nearby building works being undertaken by crane operation from the closed road have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the closure will only be put in to effect on Sunday 6th November 2016 and Sunday 20th November 2016. An alternative route for diverted traffic will be available during the works period.
The above temporary Orders will not prohibit works or emergency access nor will they prohibit access to premises provided that access is not prevented by on-going works or safety concerns. Traffic signs/barriers will indicate the extent of the prohibitions/ restrictions.
