s WHOSE brilliant idea was it to stick a massive advertising/ sponsorship sign close to the freshly planted flower bed near the Lendal Bridge walls?

I thought City of York Council was engaged in de-cluttering the city, not creating more clutter.

The positive effect of planting these beds has been destroyed by placing such a prominent sign in front of the walls and flower bed. It would be more pleasing to the eye if the whole area was grassed over. De-clutter – they don’t know the meaning of it.
