AS I was reading the letters page on Monday I saw one from Coun Tracey Simpson Laing headed “Times change”.
It began: “There is much discussion about what poverty was and is now. This definition changes with time, as it should.”
I thought, at last we are going to be provided with a definition of what City of York Council and perhaps the Joseph Rowntree Foundation mean by the word poverty.
Alas, yet again, it was not to be. Having read the six paragraphs I am none the wiser. I still don’t know how they define poverty and I am beginning to suspect that they don’t know either.
