I DO not know when velocipedes and the like came on the scene, but I am aware that an Act of Parliament of 1763 received the assent of George III to regulate the Hackney coachmen and chairmen, carmen and draymen, within the city.
This Act gave York the distinction of being the second city in the country to licence Hackney Carriages, and this took place before a police force, which was empowered in 1835.
