YORK'S anti-Europe candidate has outlined his policies to empower voters.
Richard Jackson said UKIP was the only party that put constituents before their party. "The whole idea is to empower the constituents to get back their country. As voter apathy is an issue since the last election this is an important part of the UKIP campaign."
