A couple of things come to mind regarding the Union Flag being flown upside down.
Firstly, the Union Flag isn't the national flag if you're English. That is the Cross of St George.
Secondly, if it is flown upside down maybe the owners are in distress, but more likely grieving for the death of the union because we are now no longer a union since Jock and Taffy got fed up with London and have done a "national flit", A Union flag seems superfluous now.
However, I suspect the main reason is that busy bodies keep calling in to tell them it is upside down and then stay for a cuppa, not a bad advertising idea, it seems.
