IF Bill Woolley, York council's acting director of planning and transport, is correctly quoted as describing a few centimetres of wet snow in February as "extreme weather conditions" then either he is not living on the same planet as the rest of us or he is not speaking the same language.
Either would seem to be a cause for concern.
