BAD news is coming in twos for York's pensioners and council tenants.
As city leaders struggle to balance the books, an elderly council tenant is in the worst position of all - facing rises in their bills for rent and council tax.
Such increases always hit pensioners the hardest because they cannot easily increase their income.
The council passes the buck to the Government, but whoever is at fault, it looks as if those who can least afford it will have to dig deeper. Once again.
