GORDON Brown has once again performed an incredibly cynical pre-Budget trick of spending more and taxing less.
How has he done this? He has simply passed the tax burden from central Government to local government by asking councils to deliver more services without adeqautely funding them.
After all, it is a wise move for the New Labour Government, it holds power in fewer than half the country's councils and, therefore, has much less to lose.
The problem with this is that it is local services and local residents that suffer, and for a party that espouses service provision this is hypocritical and unsustainable position.
