TALK about wheeling and dealing. Shopkeeper Wayne Dixon made his feelings about the parking tax plain today by paying his £638 business rates in loose change, delivered by wheelbarrow.
You have to feel sorry for those charged with counting the shrapnel, which includes £100 in pennies. But traders such as Mr Dixon don't go to all this trouble for nothing. The council should realise that the parking fees have provoked genuine fury. When is the penny going to drop?
