I suggest an extension to the new litter policy that has been implemented by City of York Council.
Never mind cigarette butts, I should like to see £50 fines imposed for dropping food in King's Square to feed the pigeons. Why do people want to share their lunch with these disease-ridden pests? Why do the people who come prepared adopt a Samaritan pose while they tip their special bag of seed all over the floor?
Urban pigeons do not need our goodwill. A fine would be a great way to stop people encouraging these pests.
