IT is a shame that the City of York Council feels the need to talk shop in secret. The fact that both the retail and tourist industries are said to be "in denial" about changing perceptions of York as a shopping centre suggests a degree of paranoia.
Retail trends come and go. If people are temporarily less attracted to the city by its shops, then York is fortunate enough to possess many other tourist lures.
Talking the issue through is sensible. But keeping the debate behind closed doors will do more harm than good. It is always better to be open, particularly when discussing an issue which could affect so many people.
