NOW that the problem of horse dung fouling the streets of our city is being tackled with the prospect of heavy fines and 'nappies' for the offenders, could the council tackle the even more unsightly problem of chewing gum fouling York's pavements?
Possibly heavy fines and gags would be appropriate for the offenders!
