City of York Council has apologised after paper recycling sites were left without paper bank skips.
Some paper banks were removed earlier than the council had been advised as part of the changeover to the new paper recycling plastic "igloos".
Kristy Walton, head of waste strategy at the City of York Council, said: "We would like to apologise for any inconvenience caused by the paper bank changeover.
"As soon as we found out from our staff that this was going on we asked Yorwaste to step in and bring forward delivery of the new banks."
Waste management company Yorwaste has won the new contract to manage the paper recycling banks in the city and has speeded up introducing the new banks to reduce the inconvenience to residents.
Residents who find their recycling site does not have a bank are asked to keep hold of paper until the new ones are installed. Residents who are still experiencing problems at their local recycling site at the end of the week should contact the council's recycling team on 01904 551579 or email recycling.team@york.gov.uk
