IT was early in spring when I went on a day trip with the church that I saw a tethered horse on the central reservation on Hull Road, just past B&Q.
I was worried then and even more so on my return home when I saw the poor horse still there.
I rang the RSPCA who voiced concern and assured me they would investigate.
The letter from Ursula M Badger (Pity the poor horses, September 21), told me the problem still exists.
I rang the RSPCA and read Miss Badger's letter to them, explaining how I was concerned about the problem months ago.
The RSPCA explained they can only visit the horses to assess their condition, further than this their hands are tied. The owners of the land are the ones who can solve this problem and the owners are City of York Council.
But how can a responsible owner of the two horses leave them in the middle of a busy road amid foul exhaust fumes?
