Families and businesses affected by the floods have been given a special mention in a seasonal greeting from the chairman of Ryedale District Council.
The message, from Coun David Cussons, is the main feature of the Ryedale Information Bulletin, which is run by the council.
"The year 2000 has brought a challenging time for Ryedale District Council," he said.
"I would like to ask you to bear in mind many families in Ryedale that will not be able to celebrate in their own homes as they are forced to live away until their flood-hit homes are repaired.
"For many business leaders, farmers and their families it will be a difficult time as the current economic climate continues to bite hard.
"It is these people we must remember and keep in our thoughts and prayers in the hope that things will improve."
