The level of the River Ouse in York continued to fall today, but weather forecasters warned there was more rain to come tomorrow night.
Chief Supt Gary Barnett, of the York flood control room, said the Ouse in York could get back up to Tuesday night's peak of around 16ft 4in on Sunday or Monday next week.
PA forecasters have warned that up to a third of an inch more rain is expected tomorrow night, through into Saturday morning.
Severe flood warnings are still in place in Naburn, Elvington, Barlby, Selby and Malton.
Chief Supt Barnett said: "We still have a big volume of water pressing on the banks and 13 to 14 feet is still a serious level above normal."
He said the extra defences were being left in place and condemned the latest incident of a sandbag being removed. Another man was arrested in the city centre last night.
Pumping out was continuing at Leeman Road and was almost completed at Shipton Road and Clementhorpe.
The falling river levels also meant the city centre could start getting back to normal.
Peter Berry, assistant chief executive at City of York Council, said motorists were no longer being urged to stay clear of the centre.
Royal Mail staff were also back in Leeman Road sorting office today, with collections and deliveries back on track.
* A flooded York restaurant has been targeted by thieves. The bottom panel of the glass front doors at Silvano's in Cumberland Street was smashed and about 25 bottles of spirits had been stolen.
