Lottery terminals in the middle of York appeared to become victims of the flooding at the weekend.
Maurice Hastings, of Choice Select tobacconists and confectioners in Coppergate, said he had contacted Camelot to report a problem with his terminal and was told it was due to a telephone link which had water in it.
"I think the connection had gone down," Mr Hastings said.
He had contacted other traders who said they had the same trouble.
Another local businessman said he believed many terminals in the centre had been off, but those further out seemed to continue working, possibly because they had a different type of link. A spokeswoman for Camelot said they were not aware of any problems with terminals in the York area.
