Water Lane in York has been closed at the Kingsway North end due to flooding caused by the failure of the Burdyke pumping station, a City of York Council spokesman said.
The A19 at Fulford, Skeldergate and Tower Street were also closed.
The spokesman said the level of the River Ouse in York remained at 16ft 5in. It was expected to go down from about 9pm or 10pm, and then rise again but go no higher than the present level.
Humberside Police said the A166 remained closed at Stamford Bridge, and diversions were being run on the A1079, which was "passable".
AA Roadwatch said the A64 was open, but was suffering from flooding, especially in the Malton and Norton area.
