CONTINENTAL caf culture could be coming to St Helen's Square as a city bar applies for permission to put tables on the pavement.

Management at Harkers Caf Bar's has asked City of York Council planners if seven tables and 14 chairs can be put at the front of the building, on the square. Permission was granted temporarily last year, despite objections from neighbouring Bettys teashop.

The facility was rarely used, and a re-application has been made after permission expired.

The management of Bettys has again lodged an objection.

They said: "Over recent months there has been a substantial increase in the number of drinkers in and around St Helen's Square during the evening. This has changed the character of the city centre from one of relaxed elegance to one like the 'Micklegate Run'."

"Pavement tables outside Harkers would further encourage this drinking element and put families and other sections of the community off. We should be encouraging, not discouraging, people."

It also claims that a pavement caf would detract from the attractive image of St Helen's Square.

Kate Stephens, a development control officer for the council, said: "The pavement caf opening hours are shorter than many other drinking and eating establishments and should not contribute to general noise and disturbance in the square, as the operation will be cleared away before the pubs close.

"The creation of an outdoor caf in the square is not considered to be detrimental to the character or appearance of the square."

Councillors will be recommended to give permission for one year when they meet today.
