REBEL councillors have refused to join York in congratulating the Queen Mother as she celebrates her 100th birthday.

The three councillors, from the Liberal Democrat and Labour groups on City of York Council, opposed moves to pass on greetings on behalf of the city's population.

The actions of Liberal Democrats Nick Blitz and Jonathan Blakeborough, along with Mick Brighton, of the Labour group, have been criticised by Labour and Conservative leaders.

Council leader Rod Hills said: "Any citizen who reaches 100 deserves our greetings, not least the Queen Mother who is immensely popular with many people.

"What is the point of causing offence? It seems unnecessary to make decisions that would upset a lot of people."

And Conservative leader John Galvin said: "Quite frankly, I treat this with contempt and it is not worthy of comment."

The snub to the Queen Mother was made on the eve of today's visit to York by the Queen and the Duke of Edinburgh.

It followed a motion introduced by Conservative Councillor Gerald Dean to the full council, which stated: "On the occasion of her 100th birthday, City of York Council has the honour to submit loyal birthday greetings to her Majesty, Queen Elizabeth the Queen Mother, on behalf of the citizens of the city council area."

Coun Brighton said he agreed with Coun Hills.

He said: "I said to Coun Dean that if he proposed that a card is sent to every York citizen who reaches 100, as well as the Queen Mother, then I would support him.

"Any 100-year-old has gone through the trials and tribulations that the Queen Mother has been through. All should be equal."

And Coun Blitz said: "If people want to send cards then that is fine, but it should be an individual thing. I don't think it's an appropriate thing for the council to do."

But Coun Blakeborough said: "I am a staunch Republican and I will continue to vote against motions supporting the Monarchy."

Liberal Democrat leader Steve Galloway, who himself backed the motion, said: "I think the council is a microcosm of public opinion in the city.

"If some members feel that the monarchy needs to be modernised then that is understandable and healthy."

The motion was carried by a large majority.
