I HAVE noticed the number of buses parking on Knavesmire Road during the tourist season and would suggest therefore that there you have the largest car park in York - Knavesmire.
All that is required then is a train shuttle service (like the one used by the Railway Museum) from Knavesmire to the river at the bottom of Butcher Terrace. Then a good boat taxi service to either Kings or Queens Staiths, similar to the one used on the Grand Canal in Venice. The same could be done from the north of York, using Victoria Park, Leeman Road to the Staiths. This way by making more use of the river you could eliminate both cars and buses from within the city walls.
