Children in York should have more equal access to school swimming, according to councillors.
The move comes at the same time as City of York Council leisure chiefs are reviewing the provision of local facilities, particularly the future of the Barbican and Yearsley Pools.
The authority's community learning project received a report setting out the current provision of swimming by individual schools within the city.
PE and sport development officer Jo Gilliland said there were a number of "discrepancies in the delivery of swimming", including access to appropriate pools, total swimming time offered, and year groups offered swimming.
Councillors expressed concerns about the lack of swimming provision at some schools. Coun David Livesley said: "It is regrettable that some schools are not providing swimming at all."
Education committee chairman Coun Janet Looker said transport to pools had always been the main problem which meant some schools did not provide much swimming, though under local management of schools they still received money for it.
"But they are spending it on something else," she said.
