I guess it is too late for grand Millennium projects, but an obvious one is to construct one or all of the spires which were planned for the Minster.
The underpinning of the central tower in the sixties and seventies, the availability of new, light materials with which to construct the spire(s), and the desire to make a religious statement for the next 1,000 years make the turn of the century the time to do it.
Salisbury has a spire; York should have one too.
