IT is Bernard Ridley who has "lost the plot" (Letters, October 10).
The York council has the tenth lowest council tax rate of all 352 local authorities nationwide.
It has the lowest expenditure per head of any council.
It provides independently assessed, good quality services.
The council's car parking income has increased this year despite charges at most car parks having been reduced in real terms.
But income is four per cent below budget expectations.
Like any good business the council has acted with a promotional leaflet being delivered to every home, a joint initiative started with city centre traders to promote the availability of parking spaces and the introduction, from November, of a payment by mobile phone option (eliminating the need to find the "right change").
That, Mr Ridley, is precisely what a commercial business would do to restore any lost trade.
