RE Councillor Hill's letter Out Of The Box (December 5), he should consider himself lucky as more than a few residents in this area have not received a copy of the council's budget consultation.
This is something that happens (or does not happen) on a regular basis with the hand-delivered council circulars.
City of York Council has never been able to come up with a plausible explanation for this.
