Can someone tell me how this works?

I live in Holgate and usually walk to work (this takes around 20 minutes). During the recent bad weather I started to use the bus - the number 10 which runs from Poppleton to the city centre. My 20-minute walk, I discovered, was five minutes on the bus - for which I am charged £2.50 return (the standard flat rate return ticket for one journey).

On a Park and Ride bus you can buy a stored-value card. Pay £5 or more (in advance) and each time you travel only £1.60 return will be deducted from the value stored on your card, a saving of 20p on the normal fare each time

you travel. There is no time limit on use of cards. You can pay for the fares of one or more people using the same card.

Why is this not available on a First bus? For people who only use the bus service five days a week (to and from work) a First month/ week ticket saves them practically nothing.

How is it that people who use their car and a bus get cheaper fares than those who just use the bus??
