TWO items from The Press on May 3 gave me pause for thought.
First, crown court cells were to be upgraded to prevent opportunities for prisoners to harm themselves (Crown court cells to be upgraded), and in the same edition City of York Council was considering introducing cross city central paths in the pedestrian areas of central York (Street changes fears for blind).
On one hand, the risk assessment is all very well, but who is more deserving, the criminal detained only for the period of the trial – a few hours – or the blind and disabled, making their way through a shopping precinct on a daily basis, or the tourist meandering along our ancient streets?
If we are to progress along the road to becoming a cycle city, let there be rhyme and reason, and that includes “insurance” cover for any pedestrian who may be injured by those taking advantage of such a rule change, including “mobility scooters”.
