A COUNCILLOR is calling for planning restrictions on student housing in several neighbourhoods near the University of York.
Hull Road councillor Roger Pierce wants Article 4 designation for Badger Hill, Newland Park and Garrow Hill. This could remove the right to change a property’s use to a house in multiple occupation (HMO), including student lets, without planning permission.
Osbaldwick Parish Council has already written to City of York Council to call for their parish to be designated in this way, but Coun Pierce says the density of student housing is much greater in the areas he is suggesting, because of their closer proximity to the university.
He said he had successfully argued at a recent planning meeting for an application for a student house in Thirkleby Avenue, Osbaldwick, to be blocked because of the cumulative impact on the locality.
