May I gently reprimand either your reporter or Coun Ian Gillies for muddling “layers of plutocracy” with “layers of bureaucracy” (Mixed views on health service cuts, The Press, July 17).
Bureaucracy is government by appointed officials, usually in the public interest.
Plutocracy is government by a wealthy elite, usually in its own interest.
Perhaps Coun Gillies muddled them up, or maybe he let the cat out of the bag.
