It is hard enough getting a job without a child involved – making a job worthwhile, knowing that your child is being looked after while you are away.
Would it make sense for the council to help by requiring blocks of flats for single mothers with a warden in charge? Then they could organise a creche with one of the ladies looking after the children, while the rest are looking for employment, knowing there is security for their children.
